Research On The Current Situation And Countermeasures Of The Implementation Of The River And Lake Chief System In Jinghong City

The implementation of the river and lake chief system is a major strategic initiative to promote the further development of ecological civilization in China and to realize the harmony between human and nature.Since the implementation of the river and lake chief system,certain results have been achieved in improving the water environment and protecting the water ecology,however,the river and lake chief system is a new management model,and there are still certain problems and difficulties in practice,which need further improvement and innovation.This paper takes Jinghong City as an example to study the problems and countermeasures in the implementation of the river and lake chief system in Jinghong City.Based on theories related to public management,the thesis combines the geographic location of Jinghong City,the water system situation and other ecological background,in-depth research on the implementation of the city’s river and lake chief system and the current situation of supervision and management,using the literature research method,survey research method and comparative research method to analyze the problems in the implementation of the river and lake chief system in Jinghong City from the organizational system,the subjects involved,the system of issuance,etc.,and come up with countermeasures for the development of the river and lake chief system in Jinghong City.The conclusions of this paper are as follows:the problems in the implementation of the river and lake chief system in Jinghong City include five aspects: weak work promotion force,insufficient inter-departmental coordination,poor assessment and accountability supervision,weak information construction foundation,and poor social cooperation;the analysis of the causes includes the lack of professionalism of personnel,imperfect institutional setting,unsound assessment and accountability supervision mechanism,insufficient financial investment,and unsound multi-governance mechanism.The analysis of the causes includes inadequate professional personnel,inadequate institutional setup,inadequate assessment and accountability supervision mechanism,inadequate financial investment,and inadequate multi-layered governance mechanism.Finally,we propose countermeasures in five aspects: consolidating the operational foundation of the river and lake chief system,strengthening the ability of coordination,improving the assessment and accountability supervision mechanism,strengthening the construction of information technology infrastructure,and establishing a complete public participation mechanism.
