The investigation environment of highway in high altitude and cold areas is not only complex and bad,but also involves many professions and faces a variety of uncertain factors.Moreover,its social influence is extensive and the relationship is complicated,which leads to great challenges for the investigation and design of highway in high altitude and cold areas.It is of theoretical and practical significance to study the risk management of highway investigation in high altitude and cold areas to ensure the smooth progress of its investigation and design and promote the high quality development of highway construction.According to the survey and design characteristics of highway in high altitude and cold area,from the perspective of survey and design party,the Delphi method(expert investigation method)is adopted to identify and screen the risk factors in the process of survey and design of highway engineering in high altitude and cold area,forming a risk list,a total of 20 risk factors.The 20 risk factors are classified into 7 categories: natural environmental risk,social risk,other risks,organizational and management risk,safety risk,survey and design schedule risk,survey and design quality risk,and further classify natural environmental risk,social risk and other risks as external risks.To organize and manage the risk,safety risk,survey and design schedule risk,survey and design quality risk as internal risks,and establish a risk evaluation index system for highway survey and design in high altitude and cold areas.Then,the network analysis method(ANP)is used to conduct expert correspondence consultation and calculation demonstration on the mutual influence relationship and influence degree of risk indicators,and determine the weight of risk indicators.Finally,the fuzzy comprehensive scoring method(FCE)is used to construct the comprehensive evaluation model of highway engineering investigation and design risk in high altitude and cold area,and the investigation and design risk management case of Xizang LL highway engineering project is verified by using this model.According to the evaluation conclusions of the risk assessment model,combined with the risk characteristics and risk severity of highway engineering survey and design in high altitude and cold areas,the top-level system of risk response was designed,detailed and specific countermeasures were drawn up for internal and external risks,survey and design risks of each specialty,and a comprehensive survey and design risk response system was established.The risk management model of highway engineering survey and design in high altitude and cold region is constructed.Through analyzing the risk of highway survey and design in high altitude and cold areas and building the risk evaluation index system,the risk management model is established to realize the program and standardization of survey and design risk management in high altitude and cold areas,effectively control the system risks in the survey and design stage in real time and dynamically,reduce the damage or impact brought by the risks,and successfully achieve the survey and design objectives.
