Research On Collaborative Governance Of Local Government In The Development Of Caofeidian Port Based On Bryson Model

The port is an important strategic resource of Tangshan,and is the main front for the transformation and upgrading of the regional industrial structure,the development of the blue economy and the promotion of high-quality development of the coastal economic belt.After nearly 20 years of development and construction,Caofeidian port has grown rapidly from an isolated sea island to an important domestic energy and raw material handling port,and is moving towards a green and intelligent comprehensive trading port with its excellent natural deep-water conditions.Today’s achievements of Caofeidian port are inseparable from the effective governance of governments at all levels,especially local government.This paper takes the collaborative governance behavior of local government in the development of Caofeidian port as the research object,takes holistic governance and collaborative governance theory as the theoretical basis,and takes the Bryson model as the research and analysis framework,and optimizes the model elements according to the actual situation,forming the research and analysis framework of this paper,which includes Initial conditions,Governance,Structure,Process and Outcomes.According to the actual work and literature,the development history of Caofeidian port,the effectiveness of coordinated port development,and the collaborative governance behavior and motivation of local government were sorted out.Then,the employees of local government departments,public institutions,port enterprises and port customers were selected as questionnaires and interviewees to understand their real views on the collaborative governance of local government.The collaborative governance of local government played a positive role in the early stage of Caofeidian port.However,due to multiple factors such as the pursuit of rapid regional economic growth,the lack of long-term planning,and the lack of collaborative between local government and other stakeholders,there are many problems.At present,problems in the coordinated development of ports include heavy proportion of bulk goods,traditional mode of cargo transporting and low-price competition that hinders port development.The difficulties faced by collaborative governance include the difficulty of local government in coordinating the management of the owner’s terminals,the difficulty of the collaborative governance of ports by a single public department,the lack of diversification of collaborative governance participants,the failure of the existing structure,and the lack of consensus on collaborative governance.According to the actual situation and the analysis framework of this article,this paper analyzes the causes separately.Finally,under the background of the coordinated development of Beijing-Tianjin-Hebei,the strategy of maritime power,the deepening of the integration of coastal ports across the country,and the construction of local "one port with two city-subdivisions",this paper proposes to give full play to the leading role of local government’s collaborative governance,to improve the collaborative structure of the port and the city,to coordinate the development of sea and land,and to create a virtuous circle of governance starting point,etc.,in order to improve the efficiency of local government in port collaborative governance,in the hope that the local government will continue its ambition in the subsequent development of Caofeidian port.
