| Implementing the new development concept and implementing the rural revitalization strategy is a major strategic task to win the overall construction of a well-off society.Building green and livable villages and towns is the key to implementing the rural revitalization strategy,and also an important part of building a beautiful China.The construction of green and livable villages and towns should follow the path of green development,and work closely around the prosperity of the industry.Cultural tourism industry projects,because of their advantages of high growth,strong driving force,green sustainability and so on,often become the first industry for the economic development of green and livable villages and towns,especially the characteristic protection villages and towns,and also become an important breakthrough to boost the revitalization of China’s rural areas.However,at present,the construction of cultural and tourism projects in green and livable villages and towns in China is at the initial stage of development,lacking practical experience in construction,and the problem of mixed use and misuse of engineering management mode is prominent.At present,there is no research on the optimization of engineering management mode of cultural and tourism projects in green and livable villages and towns in the academic community.Therefore,the research on the optimization of the project management mode and the establishment of the standard list of the green livable village and town cultural tourism project can not only meet the needs of the project management and decision-making of the village and town cultural tourism project,but also has great significance for the successful construction of the green livable village and town cultural tourism project and the revitalization of the characteristic protected villages.Firstly,the index system for the selection of the contracting mode of the cultural tourism project in green livable villages and towns was constructed.Through the improved Delphi method,20 experts were selected.After two rounds of consultation questionnaires and semi-structured interviews with some experts,six first-level indicators including project attribute characteristics,project implementation characteristics,project objective requirements,contractor technology and ability,owner’s ability and preference,and external environment and policy were established,The index system for the selection of the contracting mode of the green livable village and town cultural tourism project with 24 secondary indicators is also weighted by the ordered weighted average operator.Then,this paper proposes a "three-step" project contracting mode selection model.The first step is to initially match the project contracting mode of certain types of cultural tourism projects according to the policy documents;The second step is to define the index system and weight as attributes,build the training sample data set and set the screening criteria,and determine the first-level contracting mode of cultural tourism projects through the nearest neighbor algorithm(KNN);The third step is to use TOPSIS grey correlation model to select the secondary contracting mode of cultural tourism projects.Finally,based on the "three steps" project contracting mode selection model,a standard list of green livable villages and towns cultural tourism project contracting mode that is basically consistent with the reality is established for the reference of the owner.Taking the Cangjie Town project in Shaanxi Province as an example,this paper adopts the "three-step" project contracting mode selection model,introduces the selection process of the engineering contracting mode in detail,determines the EP+C mode under the EPC mode for a cultural tourism town project,compares and analyzes the actual situation of the project,verifies the accuracy of the selection model,and also verifies the scientificity of the standard list established through the selection model,which provides reference and reference for the selection of the engineering contracting mode of the green livable village and town cultural tourism project. |
