| As the development of urban systems becomes more complex and the exposure of urban space increases,the traditional disaster prevention and mitigation model can no longer effectively cope with the intertwined and overlapping disaster risks.As an important component unit and basic disaster prevention unit of a city,a highly resilient community living circle has a more comprehensive disaster prevention and mitigation capacity,which is the key to ensure the stable operation of the urban system.The resilience assessment of the community living circle disaster prevention spatial system is an important part of resilience research,which provides guidance for understanding the community resilience base,building resilient community disaster prevention circles and preparing community disaster prevention system planning.Based on the concept of resilience,this paper constructs a community living circle disaster prevention spatial resilience assessment system,and applies the assessment system by example using Qingdao Badaxia Street as the research object.Specifically,it includes the following aspects:(1)On the basis of dividing the community living circle disaster prevention spatial unit and clarifying the composition of disaster prevention space,through the summary of urban community disaster characteristics and disaster prevention problems,it is clarified that a resilient community living circle disaster prevention spatial system should take into account both usual and disaster time needs,and have robustness,redundancy,rapidity and self-organization in the whole process of disaster response to ensure the normal function of the community.The framework for assessing the resilience of disaster prevention spaces in community living areas should be clarified,the three dimensions of resilience assessment in terms of risk,system function and emergency management and the "feedback-correction" resilience assessment process should be clarified,and the relationship between community-level disaster prevention space optimization strategies and comprehensive and special disaster prevention plans in cities should be clarified.(2)Based on the clarification of disaster risk factors and the main elements of resilience assessment,a hierarchical system of indicators is constructed based on the resilience assessment framework combined with literature analysis and expert screening to identify indicators for community living circle disaster prevention space resilience assessment.And with the help of AHP-integrated fuzzy evaluation method,the factor set and rubric set,index weights and affiliation degrees of the assessment subjects are clarified,and finally a three-level fuzzy evaluation model is constructed and the final resilience scoring criteria are determined.(3)Qingdao Badaxia Street was selected for the instance application verification of the evaluation system.Based on the preliminary understanding of the current situation of regional disaster prevention and the division of two levels of spatial units for disaster prevention,the quantitative and qualitative data required for the evaluation were further obtained through field research,spatial data acquisition,questionnaire survey and relevant interviews,and the index measurement and evaluation results output were carried out.The results of the three-level fuzzy comprehensive evaluation show that the resilience capacity of the eight gorges fixed disaster prevention circles is good,but there is also still room for optimization;while the assessment results of each emergency disaster prevention circle are poor,which is the focus of the resilience construction of disaster prevention space in the community living circle.Finally,based on the singleindicator factor evaluation results in the second-tier and first-tier comprehensive fuzzy evaluations,the specific aspects of system resilience weaknesses are analyzed,and targeted resilience optimization suggestions are made from three aspects: risk-oriented,facility-oriented and management-oriented. |
