Study Research On Rural Regional Function Evaluation Based On Rural Revitalization

"If the countryside is to be revived,the nation will be revitalized".The 19 th National Congress of the CPC pointed out that the principal contradiction facing Chinese society has become the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.To vigorously develop agricultural and rural areas and implement the strategy of rural revitalization is an important measure to break the urban-rural dual structure and realize people’s longing for a better life.Rural areas are the smallest social units formed by human beings engaged in production and living.They have important regional functions such as economic development,agricultural production,cultural inheritance,ecological conservation and living.The general policy of rural revitalization is to ensure that the vast rural areas achieve industrial prosperity,ecological livable,civilized village style,effective governance and prosperity.The level of rural regional function reflects the comprehensive situation of rural development.The two cross policies are also the dimensions of judging the level of rural revitalization,and there are many intersections between them.To sum up,this study uses relevant theories of rural regional system and relevant methods of rural revitalization to evaluate the rural regional functions of each county in Nyingchi City,analyze the level and differentiation of rural revitalization among different regions,clarify the current situation of rural development in each county,and put forward specific suggestions.In this study,Nyingchi City of Tibet Autonomous Region,which has multi-ethnic culture,large altitude span,geographical characteristics differentiation and diversified industrial distribution,was taken as an example,and counties were taken as the minimum research samples to construct a rural regional function evaluation index system based on agricultural production,cultural tourism,social security,ecological conservation and living and residence as the target layer.By means of entropy weight method,natural discontinuity point method,correlation analysis and cluster analysis,the distribution characteristics of rural regional functions in each county are analyzed.The correlation between regional functions of each county is evaluated.The visual display of the evaluation results of rural regional function was carried out by Arc GIS software and the rural regional types of Nyingchi City were divided.The main research contents and conclusions are as follows:This paper summarizes the existing researches of relevant experts and scholars at home and abroad,summarizes the research strategies of rural development in Europe,North America and some parts of East Asia based on the perspective of rural regional functions,and summarizes the main research methods used by relevant experts and scholars in China from 1992 to 2021.The rural regional function evaluation system of Nyingchi City was constructed,and the rural region of Nyingchi City was divided into five functions,namely agricultural production,cultural tourism,ecological conservation,social security and living.The evaluation value of rural regional function of each county(district)was calculated by using entropy weight method and weighted sum method.spearman correlation coefficient was used to analyze the correlation of each rural regional function.It is found that there is a correlation among all functions.The cluster analysis of rural regional functions in the study area was carried out,and four regional types were obtained,which were suitable for business and livable,cultural and tourism oriented,balanced development and ecological conservation.The different regional types were analyzed respectively and targeted optimization suggestions were put forward.The results show that the level of rural regional function evaluation value of each county in Nyingchi City is different,and there is regional differentiation,showing a trend of affecting the surrounding counties with Bayi District as the center.Bayi District has the best comprehensive performance and has higher functional evaluation value,which belongs to the livable and career-oriented area type.Bomi County,Gongbujiangda County and Milin County have high values in cultural tourism and other functions,but low values in ecological and social security functions.It is worth attracting the attention of relevant departments to make up for the poor performance of rural regional functions in time to achieve the overall level of improvement.In the comprehensive evaluation,Medog,Zala and Lang counties scored low.Medog and Zala counties scored high in ecological conservation functions,but did not perform well in other rural areas.As an important place for ecological conservation,Medog continued to develop its ecological industry,expanding the construction of tea gardens,and building a number of brand characteristic industries.Zala County should take agricultural production as the starting point and speed up the improvement of district tourism planning,and actively integrate into the Grand Shangri-La circle line;The performance of regional functional evaluation of each village in Lang County is balanced,but the overall level is low,and there is no obvious leading industry.It is suggested to refine the formulation of rural revitalization planning,make use of the advantages of railway transportation,and nurture local characteristic industries according to local conditions.
