Research On The Management Of Navigation Beacon In Liaodong Sea Area

The ocean is the origin of life.The ocean is the origin of life,accounting for 71 percent of the earth’s surface,and is an important part of the life support system that life on earth relies on to survive.The ocean provides a large amount of food and resources for human beings.With the advent of the era of globalization,a large number of maritime trade further promotes the economic development of human society.Mankind is increasingly dependent on the sea for its livelihood and development.It has become the consensus of all mankind to rationally and sustainably exploit Marine resources,protect the Marine environment and ensure the safety of maritime navigation.The report of the 20 th National Congress of the Communist Party of China clearly put forward "building a powerful nation of transportation",which put forward new requirements for navigation guarantee work in the new era.As an important part of the maritime safety support system,navigation beacon is a guide and AIDS facility to ensure the safe navigation of ships.It provides safety support for all kinds of water activities.The main body of navigation beacon administration in Liaodong Sea area is Dalian Navigation Beacon Office,which covers the Yellow Sea area of Liaodong Peninsula and part of Bohai Sea area from Laotieshan to Yingkou.The geographical scope extends from the mouth of Yalu River in Dandong City to Taiping Bay along the coastline of Liaodong Peninsula.There are ports such as Dalian Port,Dandong Port,Zhuanghe Port and Lushun Port,etc.Islands and reefs are scattered everywhere,and hydrometeorology varies greatly with seasons.Carrying most of the northeast sea transport,sea shipping busy.All winter port waters except Dalian Port will be frozen,which will affect ship navigation.Navigation beacons play an irreplaceable role in maritime navigation and economic activities under complex environment.The study and implementation of navigation beacons inspection and management will provide strong support for navigation safety.Based on the practical work of navigation mark management in Liaodong Sea area,guided by the existing public management theory,new public product theory and service-oriented government theory,this thesis analyzes the domestic and international navigation mark management system and development research situation by using literature analysis method,field investigation method and comparative analysis method.Based on the development status and actual situation of navigation mark management in Liaodong sea area,The problems and deficiencies of navigation AIDS inspection management in Liaodong sea area were analyzed from the aspects of public product service ability,human resource management,scientific and technological innovation ability,navigation AIDS inspection management cycle and so on,including insufficient public service ability,human resource management,scientific and technological innovation ability,and navigation AIDS inspection management cycle out of time.On this basis,corresponding countermeasures were proposed.For example,we should enhance the public service capacity of navigation AIDS inspection management,strengthen the construction of navigation AIDS personnel,establish and improve the scientific and technological innovation mechanism of navigation AIDS,and adjust and optimize the management cycle of navigation AIDS inspection.The in-depth study on the inspection and management of navigational beacons in Liaodong Sea area can provide important reference for improving the management level of navigational beacons in Liaodong sea area and provide experience for the national navigational beacons management organization.
