| As an important part of deep-sea fishery and marine economy,tuna fishery occupies an important economic position in the world’s deep-sea fishery,and its development is highly valued and strongly supported by the large oceanic fishery countries.After 20 years of development,Chinese tuna purse seine fishery is facing the problems of rising fishing costs,rising human costs,and stricter fisheries management,which has had a significant impact on the management of Chinese tuna purse seine companies.Now Chinese tuna purse seine companies have entered a period of industrial transformation,and more and more companies have begun to deploy offline channels,develop tuna deep processing business,extend the industrial chain,increase the added value of products,and seek new profit growth points.The article compares and analyzes the development and utilization of tuna fishery resources in the WCPO and the status of contract performance management,as well as the development history of tuna purse seine abroad,and points out the direction for the future development of tuna purse seine fishery in China;By comparison,the analysis shows that the water purse seine fishery lags behind the leading companies in terms of scale,total output,and average annual output per ship;through research on helicopter fishing data,the analysis shows that the rental helicopter can generate benefits and can continue to be used.Through the analysis of the tuna purse seine industry,market,cost and profit,the risks and threats faced by the development of the CNFC purse seine fishery.It also points out the current problems in the CNFC purse seine fishery from the perspective of first-line marine fleet and land management.Using the SWOT-PEST matrix model,a comprehensive analysis of the advantages,disadvantages,opportunities,and threats of CNFC purse seine fishery from four aspects:politics,economy,society,and technology.Using the SWOT-PEST strategic combination model,four development strategies are proposed for the CNFC purse seine fishery: SO growth strategy,ST diversification strategy,WO reversal strategy,and WT defensive strategy.And respectively put forward targeted development strategies for the fleet and management of the CNFC purse seine.Finally came to the conclusion:1.The leadership of the CNFC Purse Seine fishery should have firm confidence,deepen the cultivation of the WCPO,focus on the main fishing industry,and give priority to building a modern tuna seine with a moderate scale,focusing on contract performance,advanced fishing equipment,safe and high-yield,and an echelon of excellent crews fleet.2.Under the premise of complying with various conservation and management measures formulated by the WCPFC and other regional fisheries management organizations,the leadership of the CNFC Purse Seine Fishery should strengthen the construction of fishery bases and aquatic product processing with the coastal island countries.Only in this way can we obtain a first-mover advantage in the increasingly fierce fishing competition by trading land investment in exchange for fishing quotas and driftwood exemption qualifications.3.At present,the pricing power of tuna resources is still controlled by countries that control the market and supply chain,such as Japan,Europe,America,and Thailand.CNFC should strengthen cooperation with domestic tuna purse seine companies and work together to open and develop the domestic market.Increase market share,gradually enhance the industry voice of Chinese tuna companies,break the price monopoly of foreign capital markets,and strive for the right to price tuna resources.4.The fishery leadership of CNFC Purse Seine must also realize that it has gaps with some domestic enterprises in terms of job crew training,overseas offshore fishery base construction,full industry chain channels,revenue and profit,domestic and foreign social influence,and popularity.CNFC Purse Seine Fishery should face up to difficulties and actively strive to use the hardware facilities of the parent company(Yantai Ocean Fishery Company).In the "14th Five-Year" development plan of China Agricultural Development Group and CNFC,we should pinpoint our position and study carefully.The direction of transformation and the adjustment of the industrial structure will gradually transform from a pure fishing enterprise to a comprehensive offshore fishery enterprise,and promote the establishment of CNFC into a world-class fishery enterprise. |
