Research On The Evaluation Of Integrated Development Of Fishery Industry In Coastal Areas Based On Entropy-topsis Method

Fishery modernization is an important part of agricultural modernization.After decades of development,fishery production output,output value,and import and export trade volume have all grown rapidly,not only meeting the needs of the domestic aquatic product market,but also becoming the world’s largest country in the production,processing and trade of aquatic products.The significance of developing the fishery industry and increasing the income of fishermen will be even more important.Therefore,studying the fishery modernization system has important enlightenment for the promotion of fishery modernization development planning.With the rapid development of fisheries and the development of marine resources,important problems in the process of fishery development have become increasingly prominent.A series of problems such as lack of fishery resources,environmental pollution,etc.urgently need to be resolved,forcing the adjustment and improvement of the fishery industry structure.In response,the government proposed to promote and develop the integrated development of primary,secondary and tertiary industries in rural areas(hereinafter referred to as "integration of tertiary industries")in order to accelerate the adjustment and transformation of agricultural structure,extend the industrial chain,expand agricultural multi-functions,develop modern green ecological agriculture and Targets such as guiding the development of industrial clusters provide important support for the sustained and healthy development of the national economy and the building of a welloff society in an all-round way.The integrated development of fisheries is the trend of modern fishery development.The integrated development of fisheries is conducive to the improvement of the economic benefits of fisheries,the improvement of fishery production efficiency,the transformation and innovation of fishery industrial structure,and the positive promotion of traditional fishery to modern fishery.It plays an important role in achieving high-quality fishery development and industrial upgrading.First of all,this article elaborates on the theories related to industrial integration,summarizes and classifies the research results of domestic and foreign scholars on industrial integration,summarizes the research results and shortcomings of scholars,and combines the current status of my country’s fishery integration development.The existing problems are further analyzed,and the theory and practical significance of the research in this thesis are the same.By reading a large number of industrial integration literature and combining the purpose and significance of the research of this thesis,the evaluation indicators for the integrated development of the three fisheries industries are preliminarily designed,with coastal areas as the research object,and the analysis and evaluation of the development of fishery integration in coastal areas.The paper adopts the entropy-topsis method and takes 10 provinces,municipalities and autonomous regions in coastal areas as the research object and sets 4 secondary evaluation indicators and 18 tertiary indicators for fishery production efficiency,fishery economic benefits,industrial chain extension,and green sustainable development.Evaluate the integration and development level of the fishery industry in each region.Research conclusions:(1)Based on the spatial perspective,Shandong(0.6526)and Guangdong(0.5969)have a relatively high level of fishery tertiary integration development;Zhejiang(0.4652),Jiangsu(0.4541),and Fujian(0.4391)follow closely behind;Liaoning(0.3515),Guangxi(0.1706),Hainan(0.1828),Tianjin(0.1375),Hebei(0.1022)fishery tertiary industry integration development level is relatively low.(2)Based on the perspective of industrial structure,various regions have different degrees of unbalanced development in the process of integrated fishery development.In the evaluation system,the level of green sustainable development of fishery is lower than other indicators.(3)From the perspective of time series,the overall level of integrated development of the fishery industry has shown an upward trend but has declined after 2015.Finally,from the balanced development of fisheries,it is proposed to strengthen the process of fishery development and pay attention to the balanced development of industries.From the balanced development of regions,it is proposed to strengthen the cooperation between coastal areas and the complementary advantages of resources to reduce the production cost of fishery.And from the aspects of fishery supervision and technological innovation,it puts forward optimization suggestions such as strictly implementing the marine summer fishing moratorium system and protecting the fishery ecological environment.
