Dificulties And Countermeasures In The Implementation Of Wildlife Protection Policy In S County

Over the years,people from all walks of life have been calling for deepening the reform of wildlife protection system and mechanism,so as to strengthen the construction of ecological civilization and wildlife protection and promote the harmonious coexistence between man and nature.After decades of efforts,China has established a system of wildlife protection laws and regulations with wildlife protection law,forest law,fishery law,animal epidemic prevention law,regulations on nature reserves and regulations on the administration of import and export of endangered wild animals and plants as the core,and has successively acceded to the Convention on International trade in endangered species of wild animals and plants The efforts and achievements of relevant international conventions such as the Convention on wetlands and the Convention on biological diversity in cooperating with many countries to combat illegal and criminal activities such as smuggling of endangered wild animals and plants have attracted worldwide attention.The ideal state of policy implementation should be "upload and issue orders and prohibit",but this is often not the case in reality.Reflected in the field of wildlife protection,some policies are either shelved or selectively implemented in the process of implementation,resulting in the deviation of policy implementation from the expected goal of the policy.Due to the lack of effective consistency in the actions of stakeholders in wildlife protection and multiple contradictions between policy formulation and implementation,there are continuous conflicts among stakeholders in wildlife protection.How to coordinate interest conflicts and ensure the effective implementation of various policies for wildlife protection has become an urgent practical problem to be solved.This paper takes s county as an analysis case,uses roots’ s policy network theoretical model as an analysis framework,based on the interest relationship and interest conflict of various stakeholders in the implementation of wildlife protection policy,then discusses the status and role of different policy network subjects,and analyzes the implementation dilemma and root causes of wildlife protection policy on this basis,Finally,countermeasures are put forward.This paper holds that among different interest groups in the policy network,due to the complexity of the implementation environment of wildlife protection policy,the insufficient function of the policy implementation subject and the structural defects of the policy network itself,it is easy to lead to the zero sum game behavior between the policy community and the Intergovernmental network,the poor communication and coordination between the Intergovernmental network and the lack of discourse power in the issue network,therefore,we need to strengthen the communication and cooperation between the policy network and the Intergovernmental network,improve the attention of the issue network and the public participation of the policy,and optimize the network structure of policy implementation,so as to finally realize the win-win cooperation among the subjects of the policy network,so as to achieve the purpose of protecting wildlife.
