Research On The Safe Utilization And Development Countermeasures Of Lake Grass Resources In Dongting Lake Area Based On SWOT Analysis

Dongting Lake located in the northern of Hunan Province,south of the Jing River in the middle of the Yangtze River,is the second largest freshwater lake in China.The area of The Dongting Lake area includes the mounded plains,the flat land where river silt accumulates,the hills around the lake area and the outer periphery of the hilly area [23].As shown in Figure 2-1,the entire Dongting Lake area consists of East Dongting Lake,South Dongting Lake,West Dongting Lake,Meiping Lake and Qili Lake,east to Yueyang and Po Lo,south to Xiangyin and Yiyang,west to Cheng County and Changde,and north to Huarong,Nan County,and Anxiang counties and cities.A natural wetland in the lake,about 2625 km2,involve 6 farms and 4 provincial municipalities,as well as 19 counties(county-level cities and districts)[24],with a U-shaped lake body.The Lake swallows the Yangtze River in the north and receives the "four waters" in the south,including the Xiangjiang River,the Yuanjiang River,the Zishui River and the river.In this paper,we studied the lake grasses in the Dongting Lake area in Hunan Province,with advantages but slow development at present.Therefore,we analyzed the literatures about the utilization of grass resources and research on-site to understand the overview status of lake grass resources in the Dongting Lake area(South Dongting Lake and East Dongting Lake,the same below).On the basis of understanding the general situation and utilization of lake grass resources,we investigated the advantages and difficulties faced by the development of lake grass resources in Dongting Lake area initially,and further explored the measures and development strategies for the rational development and safe utilization of lake grass resources in Dongting Lake area at present.The research results are as follows.(1)The abundant lake grass resources in Dongting Lake area,with a wide variety and huge reserves,reaches 34,000kg/hm2,all of which are excellent forage for livestock and raw materials for agricultural deep processing.However,the naturally grown lake grasses utilized lack of substantial development.(2)Lake grass resources in Dongting Lake area have natural geographical advantages,transportation advantages and synergistic advantages of supporting industries,but the degree of utilization of lake grass resources is low and single,and they also have to face the influence of increasingly frequent human activities.(3)After a lot of literature and data research and discussion,we concludes that the strategies for safe utilization of lake grass resources in the Dongting Lake area are mainly in the following four aspects: according to local conditions and classifying and implementing,coordinating arrangements and implementing mechanization,comprehensive planning and transforming grass oases,strengthening leadership and aligning deployment.(4)The strategies for safe utilization of lake grass in Dongting Lake area mainly include:cultivating relevant leading enterprises,actively and steadily implementing industrialized and large-scale management of lake grass;doing a good job of information transmission;integrating the realistic characteristics of livestock and poultry breeding,accelerating the regionalization and large-scale management of lake grass;Promoting the construction of socialized service system;speeding up the organization process of lake grass production and processing;implementing grass subsidy projects,introducing biomass Power generation enterprises;protecting the environment to maintain ecological balance,and collaborating to develop special tourism.Only through the joint efforts of the government,enterprises and surrounding residents can the development and utilization of lake and grass resources in the Dongting Lake area be industrialized,scaled up and sustainable.
