At present,the contradiction between the protection of the ecological resources of the Yangtze River and the economic development of the basin is increasingly intensified.The fishing ban policy is an effective means and a realistic choice to alleviate the conflict between the two.Starting from January 1,2020,332 fishery resource reserves in the Yangtze River Basin have fully implemented a perennial productive fishing ban.Key waters such as the main stream of the Yangtze River,major tributaries,and large river-connecting lakes have officially entered a ten-year fishing ban.The ban on fishing in the Yangtze River not only carries the important functions of protecting the aquatic environment of the Yangtze River and restoring fishery resources,but also contains hidden risks that threaten social stability.As the main body of economic activities in the Yangtze River and the most direct bearer of the fishing ban policy,the resilience of fishermen’s families and their adaptability to the policy will directly affect the smooth implementation of the policy and the sustainability of ecological environment restoration.How to ensure the living standards of the fishermen while implementing the comprehensive ban on fishing,prevent the fishermen who have lost their means of production from falling into poverty,has become a problem that must be solved in the process of implementing the fishing ban in China.Taking Hunan Province,which has a large number of fishermen exiting from fishing in the Yangtze River as an example,this paper conducts a sample survey of fishermen exiting from fishing in 11 typical counties(cities,districts).Based on the survey data and existing literature results at home and abroad,a fishermen’s family resilience evaluation system was constructed from three dimensions: organizational model,family belief and communication(problem solving)process.The entropy weight method is used to evaluate the family resilience of fishermen who exited from fishing.and the structural equation model was used to analyze the influence of family resilience on their behavioral choices to adapt to the "ten-year fishing ban" system.The final article research findings:(1)The total value of the overall household resilience of the sample fishermen is low at 1.6935,and there is a large room for improvement.Among them,the organizational model score(0.6329)was the highest,followed by family belief(0.5376),and the communication process score(0.5230)was the lowest.The total resilience of fishermen’s households in 11 typical counties(cities,districts),in descending order,is Junshan,Nanxian,Linxiang,Hanshou,Anxiang,Heshan,Yuanjiang,Xiangyin,Taojiang,Miluo,Liuyang.Junshan and Nanxian also performed well in various dimensions,showing strong resilience under the fishing ban system,which is conducive to the sustainable development of the family.(2)Family structure,economic resources,emotional expression,collaborative resolution,cognition of stressful events,and self-adaptive effect all have a significant impact on fishermen’s adaptive behavior.At the same time,various variables in the organizational model and communication process will indirectly affect adaptive behavior through variables in the dimension of family beliefs.Economic resources,emotional expression and collaborative resolution will affect fishermen’s self-adaptive effect,social resources will affect the cognition of stress events,promote the formation of a good sense of belief among fishermen,then enhance the adaptability of fishermen under the impact of the fishing ban system.Based on the empirical results,the article believes that good family resilience can promote the occurrence of fishermen’s adaptive behavior,but it turns out that not all fishermen’s families have strong resilience,so external intervention is needed to help some fishermen improve their family resilience.The improvement path is as follows:first,use social work method to improve family organization system;second,use case work method to guide family belief system;third,use group work method to improve family communication process.
