The Evaluation Analysis And Countermeasure Research On The Present Situation Of Straw Returning Management In Wendeng District Of Weihai

As a big agricultural country,there are many straw resources in China.At present,most farmers in rural areas are used to treating straw by open burning,but this has brought many adverse effects on the environment,nature and ecological security that people rely on for survival.To this,in order to effectively control the behavior of the straw burning,all levels of government level has a lot of relevant policies,the government banned the burning of straw,promote crop straw counters-field strategy,the strategy is not only an important innovation of agricultural production in our country,and also meet the national strategic agricultural era,contribute to the sustainable development of environment of our country.Weihai,an important city for crop cultivation in the province,has encouraged farmers to use straw returning technology in the production process while banning straw burning since 2015.But at present,straw returning technology is not very mature,straw comprehensive utilization,there is a certain degree of difficulty,and the use of efficiency is not high.Therefore,it is necessary to deeply study the situation of straw returning to the field and the current problems.Based on the life cycle theory,this paper discusses the straw returning behavior,takes Wendeng District of Weihai city as an example,investigates the current situation of straw returning,and evaluates the environmental sustainability of the straw returning.First of all,this paper investigated the current situation of straw returning management in Wendeng District,analyzed the current policy,technology status and effect of straw returning,and found that straw returning technology can improve soil fertility and crop yield.However,there are management and policy problems of straw returning in Wendeng District,such as policy,financial fund not supporting environmental protection,agricultural department not coordinating with farmers and grass-root government’s unclear responsibility limits.In terms of technology,the straw comprehensive utilization technology in Wendeng District needs to be improved and perfected,and the technology is single,and the mechanization facilities are not matched and systematic.In order to evaluate the straw returning technology in Wendeng District more comprehensively,and then construct the sustainability assessment index system for the straw returning technology in Wendeng District based on the principle of the life cycle evaluation in Wendeng District and use the analytic hierarchy process(ahp)to carry out life cycle sustainability assessment.The evaluation found that straw returning technology scored higher on technology,the environment,but lower in economic and social score,mainly because pay and expectations are inconsistent.Finally,according to the evaluation results,suggestions on the optimization of straw returning management were put forward from society,technology and commercial levels.
