| With the in-depth development of modernization,China faces increasingly prominent challenges in the field of ecological environment.Environmental pollution and ecological destruction restrict the further development of China’s economy,and also pose a serious threat to the national and regional ecological security.At present,China is entering a new era of ecological civilization construction,and the social demand for forestry ecological service is increasing day by day,and it is increasingly diversified and personalized.Forest is the core of terrestrial ecosystem and plays an important role in maintaining ecological stability.China has implemented a number of protection systems such as ecological compensation and returning farmland to forest,and has begun to explore the government’s purchase of ecological services.However,due to the particularity of ecological services,the government is still unable to provide ecological services effectively and fairly.Especially in the restricted development zone,how to coordinate the contradiction between ecological environment protection and regional economic development has become an urgent problem to be solved in the process of economic development.Based on the public goods theory,externality theory,ecological capital theory,principal-agent theory and other theories,this paper focuses on the purchase system,purchase funds,supervision and management,and supply subjects.By reading relevant literature and monographs,using the method of case study method,investigation method,"buy type afforestation" D county in Shanxi Province as a case study,through the analysis found "buy type afforestation" is the new attempt in the forestry reform in Shanxi Province,is a model of government purchase of forestry ecological service,is to realize the "green water castle peak" and "jinshan yinshan" new way,However,it is still in the exploratory stage,and there are still the following deficiencies.First,the implementation of the system in the purchase process is ineffective.Second,the purchase of insufficient funds,afforestation costs pay there are unstable factors.Third,the degree of information disclosure is low and supervision and management is not in place.Fourth,the main supply of driving ability is insufficient,farmers to participate in the initiative to improve and other problems.Through analysis and demonstration and reference to the experience of "purchasing afforestation" in LAN County,Shanxi Province,the paper puts forward the optimization suggestions of "purchasing afforestation" in D County,Shanxi Province: optimizing the institutional environment,strengthening the enforcement of the system;Broaden financing channels,establish long-term investment mechanism;Perfect information disclosure system,strengthen standardized management;The government strengthens guidance to support,afforestation cooperative strengthens management and so on."Purchasing afforestation" has changed the way that the government invested in afforestation throughout the whole process.By purchasing the afforestation achievements of the forestation cooperatives with the poor households as the main body,it has not only improved the enthusiasm of farmers to participate in afforestation and the survival rate of trees,but also enriched the people and optimized the government’s function of supplying forestry ecological services.It provides a reference for the limited development zone to achieve poverty alleviation and ecological improvement. |
