In 2017,the No.1 Document of the Central Committee clearly required for the first time that agricultural water-saving should be taken as a directional and strategic event,and large-scale agricultural water-saving projects should be implemented to speed up the improvement of the national support for agricultural water-saving policy system.The No.1Document of the Central Committee in 2020 continued to require greater efforts to save water in agriculture under the system of agricultural water-saving policies supported by the state.The No.1 document of the Central Committee in 2023 further emphasized agricultural water-saving,requiring strengthening the construction of water conservancy infrastructure,building the backbone network of the national water network,and promoting in-depth agricultural water-saving and water control in the Yellow River Basin.Agriculture,as the industry that uses the largest proportion of water resources,has a great demand for water resources.As the main participants in agricultural production and management activities,farmers’ water-saving behaviors in the process of water resources use are directly related to the implementation effect of agricultural water-saving policies.Therefore,how to promote farmers to adopt water-saving irrigation technology has become a practical problem to be solved urgently.Farmers’ adoption of water-saving irrigation technology can effectively strengthen agricultural water-saving efforts and improve agricultural water efficiency.This paper takes the adoption behavior of water-saving irrigation technology of wheat farmers in Guanxian county,Liaocheng City,Shandong Province as the research object,and adopts the methods of literature research,questionnaire,statistical analysis and econometric model analysis to study the adoption behavior of water-saving irrigation technology of wheat farmers and its influencing factors.Firstly,the relevant concepts and theoretical basis are defined and analyzed.Secondly,descriptive statistical analysis was made on the adoption behavior and existing problems of water-saving irrigation technology in wheat farmers.Thirdly,the factors influencing the adoption of water-saving irrigation technology by wheat farmers and their hierarchical relationships were found out by binary Logistic regression model and ISM interpretive structure model.Finally,some suggestions are put forward to promote wheat farmers to adopt water-saving irrigation technology.The results showed that 63% of wheat farmers adopted water-saving irrigation technology.The water-saving irrigation technologies adopted include channel anti-seepage technology,pipeline water transmission technology,sprinkler irrigation technology,drip irrigation and film coating irrigation technology.Among them,pipeline water transmission technology is the most widely used technology,accounting for 95% of the total samples.The frequency of water-saving irrigation technology used by wheat growers at different stages showed a decreasing trend from seedling stage to later stage.The cost of water-saving irrigation technology for wheat growers is 100 to 300 yuan per mu on average,and the government subsidies they get are mainly less than 200 yuan per mu.Based on the analysis of the behavior of wheat farmers,the problems of behavior were further discussed.The problems of wheat farmers in the process of adopting water-saving irrigation technology include the lack of awareness of wheat farmers to water-saving irrigation technology,the contradiction between the intention and the behavior of adopting water-saving irrigation technology,the lack of subsidies for adopting water-saving irrigation technology,the lack of training and facility construction of water-saving irrigation technology,the weak demonstration and driving effect of social cooperation organizations on water-saving irrigation technology,and the water-saving irrigation of wheat farmers The use of irrigation technology is limited by the scale of planting.Through the analysis of the influencing factors of wheat farmers adopting water-saving irrigation technology through the binary logistic regression model and the ISM interpretive structure model,it is found that there are 8 significant influencing factors affecting wheat farmers adopting water-saving irrigation technology.Leyu’s participation in the use of new technologies through cooperative organizations was a direct influence factor on the surface,which had a significant negative influence on wheat farmers’ use of water-saving irrigation technology.Understanding of water-saving irrigation technology,family members’ willingness to use it,satisfaction with the frequency of local skills training and high adoption rate of surrounding farmers were indirect factors at the intermediate level,which had significant positive effects on wheat farmers’ adoption of water-saving irrigation technology.The cost and consumption degree,whether the water-saving irrigation facilities are uniformly installed by the local government,and whether the government provides reasonable subsidies for the installation of new irrigation technologies are the deep root factors.Among them,the technology cost and consumption degree has a significant negative influence on the adoption of water-saving irrigation technologies by wheat growers.Whether water-saving irrigation facilities are uniformly installed by the local government and whether the government provides reasonable subsidies for the installation of new irrigation technologies is positively affected.Based on the technology adoption behavior and influencing factors of wheat farmers,the countermeasures to promote wheat farmers to adopt water-saving irrigation technology were obtained,including strengthening the publicity of water-saving irrigation technology and improving the awareness of farmers.Strengthen infrastructure construction and increase the coverage rate of water-saving equipment;Increase subsidy support,reduce the cost of technology adoption.
