Evolution And Prospects Of The Yangtze River Fishing Ban Policy From The Perspective Of Text Analysis

In recent years,due to unrestrained human activities,the ecological environment of the Yangtze River basin has deteriorated sharply.The Yangtze River is an important natural ecological environment that human beings depend on to live in.As early as the last century,national and local governments have taken measures to restore the ecological environment of the Yangtze River,such as the fishing ban.China’s central and local governments have already adopted fishing ban measures in the Yangtze River basin to protect economic fish species during the spawning period,so as to realize the recyclable and sustainable development of freshwater fisheries.In 2002,the state announced the implementation of the spring fishing ban system in the Yangtze River Basin,and the Yangtze River fishing ban management officially became a "national policy".Currently,the fishery ban policy is in the late stage of deepening development.The phased summary of its development process and exploratory research on its future development direction can not only provide a solid theoretical basis for the "Yangtze River Conservation".It can also provide practical experience for other watershed governance.Therefore,from the perspective of text analysis,it is of great significance to explore the change path of the Yangtze River fishery ban policy system and understand the internal logic and development needs of the change process,which is of great significance to continuously optimize the formulation of fishery ban policy and the management of fishery ban work.This paper mainly studies the Yangtze River fishery ban policy issued by the central government from 2002 to 2022,and separately studies the development and change process of the Yangtze River fishery ban policy and its future development.First,this paper reviews and evaluates the research on policy change by domestic and international scholars.Yangtze River fishing ban policy,analysis of policy texts and other related fields,and innovatively reviews and analyzes literatures on Yangtze River fishing ban measures and Yangtze River fishing ban policy since the founding of New China.On the basis of studying the professional theories related to the fishing ban policy,ROST CM6,the mainstream text statistical analysis software of social sciences watershed,was used to quantitatively process the text content of the fishing ban policy,analyze the word frequency and semantic network structure,and then the Gephi text network analysis software was used to visualize the text content.On the basis of descriptive statistical analysis,the change structure of fishery ban policy is divided.This paper analyzes the policy by means of document measurement,text analysis,word frequency analysis and semantic network analysis.81 highly relevant fishery ban policy documents were obtained through collection and screening,and the following conclusions were drawn after descriptive statistical analysis of the number of policy publications,policy theme,policy subject,policy scope,policy change stage and policy content: First,the change of fishery ban policy in the Yangtze River roughly experienced three stages,which are: Embryonic stage(2002-2015),development stage(2016-2019),deepening stage(2020-2022).The division of stages is directly related to the strengthening and upgrading of the fishing ban system.The first "spring ban" in 2002 marked the birth of the "national policy" of banning fishing;the adjustment of the "spring ban" in 2015;the "ten-year fishing ban" in the Chishui River pilot in the following year marked a new stage of the fishing ban policy;the "ten-year fishing ban" issued in 2019 and implemented in 2020 marked another new stage.Secondly,the subject of issuing the Yangtze River fishery ban policy changed from one yuan to multiple.In the early period,the Ministry of Agriculture and Rural Affairs issued the The Yangtze River fishery ban policy independently,and the form and subject content of the release were relatively simple.With the continuous emphasis and attention of the central government and the state,the "political position" of the fishery ban management continued to improve.Subsequently,more and more departments became the main body of the fishing ban policy,and actively carried out the responsibility to restore the ecological environment of the Yangtze River.Thirdly,the purpose of the Yangtze River fishing ban policy has experienced a transition from "economic" to "ecological".In the early stage,the purpose of the policy was to emphasize "the protection of fishery resources and the sustainable development of fishery"With the development of The Times and the malpractice of "spring ban",the state decided to implement the whole year’s fishing ban plan in the Yangtze River,completely withdrawing from productive fishing."Conservation of aquatic living resources" has become the main thrust of the policy,which puts ecological protection in an overwhelming position.During this period,under the background of the new situation,the policy of prohibiting fishing in the Yangtze River has also developed towards the direction of more detailed objectives,more specific contents and stronger epochal characteristics.Finally,based on the changing trend of the The Yangtze River fishery ban policy,this paper puts forward relevant suggestions that the policy theme should strictly adhere to the ecological red line,the policy subject should build a long-term mechanism of multi-department joint work,the policy goal should adhere to the people-oriented purpose,the policy level should establish a watershed cooperation model,and the policy content should use information means.In order to provide new ideas for the development of the Yangtze River fishing ban policy.
