The Mechanism And Propulsion Path Of Social Organizations Embedded In Community Home-Based Medical Care Services

In recent years,our country is accelerating its entry into a deeply aging society,and the demand for elderly care services has expanded rapidly and has shown a trend of diversification.In response to this,the "14th Five-Year Plan" clearly stated,"Adhere to multi-party participation,joint construction and sharing,and promote the high-quality and standardized development of multi-level and diversified elderly care services." Among them,the community home-based integrated elderly care service participated by social organizations have been unanimously recognized by the government and society because they have professional service resources and can meet the pension expectations of the service recipients.However,community exogenous social organizations will face the dilemma of insufficient embeddedness when integrating into the community home-based integrated elderly care service network,which will have a negative impact on the improvement of service supply efficiency and satisfaction.Therefore,this paper is dedicated to exploring the embedding mechanism of successful cases of social organizations embedded in community service networks,and proposes an effective propulsion path for reference,so as to provide guidance for social organizations to better participate in the cause of elderly care services.Based on the embeddedness theoretical framework,this paper constructs and forms an analytical framework for the internal mechanism of social organization embedding in the community home-based integrated elderly care service system,including dynamic mechanism,behavioral strategy and embeddedness logic.And the analytical framework is applied to the practical perspective of the embedded behavior of L Home Community Aged Care Service Center in Qingdao,and the mechanism of social organization embedding is summarized.First,in terms of dynamic mechanism,the objective two-way resource dependence between the government and social organizations is the source of their embedded behavior;the multidimensional responsibility sharing mechanism constitutes the embedded basis of social organizations;the economic and social dual benefit needs of social organizations and the public sector provide a solid guarantee;while emotional factors become the connecting link and provide a continuous impetus for embedded behavior.Second,in terms of behavioral strategies and their internal logic,social organizations give full play to their subjective initiative to promote the optimization of the policy environment to ensure institutional embedding;accelerate the adjustment and reconstruction of internal and external organizational structures to fully adapt to the existing network structure;actively carry out exchanges and cooperation with other entities,strengthen network connections;carry out cultural leading activities for service-related entities,promote cognitive embedding in both directions,and ultimately realize the deep embedding of social organizations in the community home-based integrated care service system for the elderly.Qingdao,as one of the most representative cities in the field of community home-based integrated care service for the elderly,explores and forms an embedded model that can serve as a good example for other cities to resolve the predicament of insufficient embeddedness in social organizations.Therefore,based on the embedded mechanism and the current situation of industry development,this paper proposes a general path to promote the deep embedding of social organizations into the community home-based integrated care service system for the elderly.That is,through the improvement of independent ability and the establishment of coordination mechanism,promote the continuous improvement of the macro system environment;optimize the organization of each service module and promote the remodeling of the network structure between the subjects,and open up the connection of the community service network;enhance the relationship between service parties and innovate public sector cooperation to build a harmonious and stable community relationship network;promote the cognitive cultivation of elderly residents while improving the professional identity of organizational members,and continue to deepen the service awareness of both the supply and demand sides.It is hoped that through these,social organizations can be deeply embedded in the community service network,so as to improve the quality and efficiency of community home-based integrated elderly care service,and thus bring more possibilities to solve the problem of aging.
