Research On Optimization Of Overall Budget Management In FL Public Hospital

With the development and improvement of China’s industrial socialist economy,the field of medical and health care is also booming in China.Public hospital occupy an important position in China’s health care service system.With the continuous reform of the medical treatment system,the medical industry is gradually opening up and developing,and the competitive environment is becoming increasingly fierce.Public hospital must not only do a good job in public service,but also face the market.competition.In this context,in order to further strengthen the comprehensive strength of public hospital and achieve the goal of long-term sound development,it is necessary to strengthen internal management,optimize the allocation of resources,effectively control hospital costs and expenses,as well as to improve the quality of hospital services and realize the refinement of hospital management in all areas.Total budget management is one of the most useful management methods in contemporary management.For public hospitals,total budget management can improve the efficiency of medical resources,control medical costs,and improve the quality and comprehensive strength of medical services.However,from a practical point of view,some hospitals still have not established a perfect comprehensive budget management system,and are only satisfied with the inspection requirements of departments at all levels,and weak awareness of total budget administration.FL Public Hospital is a tertiary first-class public hospital.The hospital has carried out comprehensive budget management since 2018.It is in the primary stage of comprehensive budget management and has a certain representation in the medical field.In view of this,this paper takes the FL public hospital as the research object,and uses the literature research method,the investigation research method and the case analysis method to discuss the actual development of the overall budget management of the FL public hospital.Through investigation and research on the implementation status of comprehensive budget management in FL public hospital,it is found that FL public hospital have problems such as imperfect comprehensive budget management organizational system,incomplete comprehensive budget preparation,inadequate implementation of comprehensive budgets,and lack of rigorous budget performance evaluation mechanism,etc.The main reasons for the issues are the weak perception of total budget administration,the lack of valid direction of total budget compilation,the insufficient control of total budget,and the lack of information management system.Finally,this paper puts forward targeted optimization suggestions in terms of comprehensive budget organization system,formulation,enforcement and control,analysis and assessment.This paper expects to propose optimization suggestions for the problems of total budget management in FL public hospital from theoretical and practical aspects through the research of total budget management in FL public hospital,and effectively improve the level of refined management of FL public hospital,reduce medical costs,and improve the overall economy.At the same time,it provides a certain reference value for the overall budget management of other public hospital.
