In order to gradually promote the Healthy China strategy,improve the quality of medical services,and adhere to the public welfare orientation,China launched the performance evaluation of tertiary public hospitals in 2019,focusing on the comprehensive evaluation of medical service quality,economic operation efficiency,sustainable development of hospitals,and doctor-patient satisfaction.In the same year,the STATE Medical Administration issued a document to promote the sustainable and healthy development of social hospitals by increasing government support,simplifying examination and approval services,improving medical insurance support and optimizing management services.On the one hand,the national assessment of public hospitals is more and more stringent,on the other hand,private hospitals are favored by the policy,both of which lead to the increasingly fierce market competition in the medical industry.How public hospitals adhere to the public welfare through performance management,meet the growing health needs of the people,and at the same time enhance the sense of work of medical staff,protect their vital interests,has become the core of concern of hospital managers.In this thesis,through the review of domestic and foreign literatures on hospital performance management,it is found that the single performance management tool model has disadvantages and cannot adapt to the requirements of China’s medical reform policy for large public hospitals.To the case of the reform of A hospital performance,this thesis analyzes the performance before the reform,and show the disadvantages of operating condition of the constructed in this thesis based on the resources of the relative value of ratio(RBRVS,the same below),work performance,point method of balance of the cost control performance,with an emphasis on medical quality and service efficiency evaluation in the direction of the key performance indicators(KPI,the same below)the compound performance management system composed of performance.In the composite performance management system,RBRVS focuses on assessing the workload of medical staff,cost control emphasizes improving efficiency and quality,and KPI focuses on assessing hospital function positioning.After the operation of the complex performance management system combining multiple measures and quantity and effect tests in 2021,the operating data of hospital A,such as outpatient inpatients,proportion of level-FOUR surgeries,proportion of medical service income and average length of stay,have been significantly optimized.It shows that the composite performance management system promotes the integrated resource allocation of A hospital,improves the medical service level,strengthens the diagnosis and treatment ability of critical and severe cases,and can guide the positive change of the value orientation of medical staff.Starting from the research of performance management,this thesis explores and improves the compound performance management theory applicable to large public hospitals,introduces advanced performance management ideas and national health reform strategies into public hospital management,and provides a reference for performance reform of other public hospitals.
