"Without the health of the whole people,there will be no comprehensive well-off’,health has become the focus of the whole society,and the construction of "Healthy China" has been raised as a basic national strategy.In order to solve the problem of "difficult and expensive medical treatment"improve the utilization rate of medical resources,and promote hierarchical diagnosis and treatment,the "construction of medical alliance" has emerged from time to time.Primary medical and health institutions are a key part of the medical and health service system.The construction of primary medical service capacity is related to the rapid development of primary medical and health institutions,and is the key to the implementation of "medical alliance construction".my country’s primary medical and health institutions play the role of "gatekeepers" and play a key role in "accurate first diagnosis" and "referral gatekeeper" in the construction of medical alliances.Correct and reasonable diagnosis and treatment should be made.In addition,when the patient needs to go to the primary hospital for rehabilitation after receiving the diagnosis and treatment in the higher-level hospital,the primary-level hospital can provide the patient with the required medical services.Primary medical and health institutions are responsible for the initial diagnosis,rehabilitation and nursing of patients in the early stage,as well as the main responsibilities for preventive health care and contracted services of family doctors,which are an important cornerstone of the operation of the medical alliance.However,the reality shows that under the background of medical alliances,there are a series of problems in my country’s primary medical and health institutions,such as low medical service capacity,shortage of rehabilitation resources,excessive scope of care,and unbalanced development of family doctor contracts,restricting medical alliances.operation.Based on the theory of public management,this paper takes the Z community health service center as an example to conduct in-depth exploration and research.Through the case study method,questionnaire method and interview method,the residents,medical staff,the person in charge of the medical union office,the helper of the higher-level hospital in the grass-roots hospital are analyzed.Support experts,leaders of health authorities,and staff of pharmaceutical equipment companies to conduct surveys respectively,analyze the actual situation of Z community health service center participating in the construction of medical alliances,understand residents’ willingness for first consultation,and analyze existing problems and problems in the construction of medical alliances in primary medical and health institutions reasons,and put forward countermeasures and suggestions.The research shows that the Z community health service center has taken multiple measures to participate in the construction of the medical alliance,and achieved phased results,including the significant improvement of service capabilities,the effective development of the construction of special specialties,the enhancement of collaboration with higher-level hospitals,and the improvement of residents’ satisfaction with medical treatment.However,the exposed problems cannot be ignored.There are differences in the implementation effects of different cooperation models,residents’ distrust in medical treatment still exists,there are obvious shortcomings in the construction of grass-roots talent teams,and the data of auxiliary inspections at the grass-roots level has not been shared with higher-level hospitals.Based on the stakeholder theory,this paper constructs a theoretical model diagram,analyzes the intricate relationships among various stakeholders in the construction of medical alliances,and analyzes the attitudes and practices of all stakeholders based on the research situation,and analyzes the causes of existing problems.Then,from the perspective of primary medical and health institutions and other stakeholders,comprehensive literature review,and discuss strategies and suggestions for promoting primary medical and health institutions to participate in the construction of medical alliances,in order to improve the current problem of "difficulty in seeing a doctor" and promote the construction of a healthy China.
