With the rapid economic development in China,people’s living standards have been greatly improved,so the demand for health continues to increase.However,due to the excessive concentration of medical resources,some problems such as overcrowding in large hospitals,serious shortage of medical professionals and difficulties of recruitment and retention of professionals in County and primary medical institutions are still very prominent,which have seriously affected the development of primary care.Medical consortium construction is an important step in deepening medical reform and institutional innovation,which helps to adjust and optimize the structural layout of medical resources,promote to transfer the medical resources,and play a positive role in enhancing the capacity of primary care services,integrating medical resources and alleviating the difficulties of accessing medical care.There are various forms of medical association,among which the medical consortium within the county is formed by the county hospitals as the leader and the township hospitals as members.The model which is applicable to county-level medical care will integrate the human resources in county-township-village,the county hospitals will be the head of the medical consortium,playing an important role in driving effect and leading the development of regional health industry,improving the quality of primary care personnel,enhancing the service capacity of primary medical institutions,and making good use of professional talents of medical consortium.This paper takes Taojiang County Medical Consortium as an example,by exploring the current situation and related policies,and analyzing the realistic problems and policies,aims to research on human resource sharing and development in county medical consortium and finally make some suggestions for improvement.This paper consists of six parts.The first chapter introduces the background and significance of the research,and presents the research ideas and methods by reviewing the literature and relevant policies.The second chapter defines and analyzes the core concepts,such as medical consortium,human resource management,incentive mechanism and other related theories.Chapter 3 presents the current situation of human resources by taking Taojiang County Medical Consortium as the research object,analyzes the current situation of medical care system,human resources management and development in county medical consortium,so as to provide ideas for further analysis of existing problems in the later part.Chapter 4 analyzes the problems and discusses the ideas of sharing and developing human resources in county medical consortium,and elucidates the basic principles and the goals to be achieved.Chapter 5 proposes measures to ensure the promotion and implementation of human resources sharing and development in county medical consortium.Chapter 6 concludes and summarizes the study,by analyzing the future development and the related problems that need to be solved of county medical consortium in the light of new policies,and puts forward suggestions for improvement.The main innovation of this paper lies in the perspective.The study focus on the primary care from the perspective of management,by combining the relevant theories of management with practice,and analyzing the relevant problems in depth to ensure their reliability;and demonstrating the feasibility of the relevant proposals to ensure their practicality.
