| Resident medical insurance is the basic medical insurance that covers the most people at present.It provides medical security for the majority of unemployed people.It is an important way to realize the whole people’s health.At the end of 2016,China integrated the medical insurance system.Basic medical insurance for urban and rural residents is available to everyone from newborns to elderly people without retirement benefits.In March 2018,the Plan for Deepening the Reform of Party and State Institutions clearly stipulated that,in order to improve the efficiency of collection and management of social insurance funds,various social insurance premiums,including basic old-age insurance premium,basic medical insurance premium and unemployment insurance premium,will be collected by tax authorities.At present,the methods of collecting basic medical insurance premiums for urban and rural residents in Shandong Province are still medical insurance registration and tax collection.With the extension of the business chain and the change of the collection department,more problems arise.Based on the theory of collaborative governance,holistic governance and information asymmetry,this paper intends to study the problems of basic medical insurance premiums for urban and rural residents in Y County after they are collected by the tax bureau.The case analysis method and interview method were used for data collection.Based on the specific practice and real cases of basic medical insurance premiums levied by Y County Tax Bureau for urban and rural residents,the problems in the collection process were elaborated in detail.The main online platform construction can not meet the public demand,internal and external coordination effect is not good,information resources sharing is insufficient,the collection process is too much errors and time-consuming,and the information means failed to effectively reduce the work pressure.Based on the constructed theoretical analysis framework,the causes of problems in collecting basic medical insurance premiums for urban and rural residents in Y County are summarized from five aspects,including public demand,collaborative participation,resource sharing,internal and external supervision,and information technology.There are mainly five reasons:insufficient research on public demand,immature collaborative mechanism based on trust,barriers to information resource sharing,inadequate internal and external supervision,and low level of information construction.In view of the problems and the causes of the problems,the paper puts forward five optimization paths,including strengthening the investigation of the public demand,breaking the barriers of information sharing,perfecting the internal and external cooperation mechanism based on trust,strengthening the internal and external supervision,and improving the application level of information technology.The study of this paper introduces the collection of medical insurance premiums for urban and rural residents into the working practice field of grassroots tax departments.On the one hand,it can provide a real case for the study of the collection of medical insurance premiums for urban and rural residents.On the other hand,it also provides a theoretical research perspective for the collection of basic medical insurance premiums for urban and rural residents. |
