A Study On The Management Of Personnel Flow Under Sudden Public Health Incidents

Public health emergencies not only endanger human health,but also put the global socio-economic order at risk.How to effectively prevent,mitigate,eliminate and control its harm to the geographical scope,protect the safety of life and property,and maintain social stability,has become a common concern of the society.During the outbreak of COVID-19,all parts of the country spared no expense and took the highest level measures to prevent and control the epidemic,the most important of which was to isolate dangerous personnel,restrict the movement of people,and "seal,block and prevent" the whole society to control personnel,which effectively contained the spread of the virus.However,in the process of personnel control,there have been a series of negative events,such as a driver stuck on the highway for more than a month,and a quarantined person starved to death at home without supervision,which not only caused the person concerned to suffer undeserved sufferings,but also brought great negative public opinion to the country and society.This shows that some local governments still have shortcomings in the mechanism building,capacity building and policy building,and there is still room for improvement.If not properly handled,it is easy to form mass and international public opinion incidents.In this context,based on the internal connection and regularity between response to public health emergencies and personnel flow management,this paper analyzes the current situation and problems of personnel flow management for epidemic prevention and control in Dongping County of Tai ’an City in the spring of 2022,and combines the experience of other provinces and cities in China to conduct a comprehensive study on personnel control.The purpose is to make a comprehensive summary and analysis of personnel flow management under the COVID-19 epidemic,improve the capacity of governance and responsibility and emergency response capacity in a targeted way,and really do a good job in capacity reserve,policy reserve and experience reserve to properly respond to similar situations,so as to provide guidance for the prevention and control of COVID-19 and personnel flow management during special events in special periods.
