| Medical security is one of the most important contents of people’s livelihood security.Over the years,the state has continuously promoted the reform of the medical security system and actively promoted the establishment of a multi-level medical insurance system.As an inclusive commercial medical insurance,Huimin insurance has strong characteristics of people’s livelihood security.It is an innovative tool to make up for the middle zone between social insurance and commercial medical insurance.Residents’satisfaction and willingness to participate in insurance are the key factors affecting the sustainability of the system,which is very worthy of attention.Taking Chengde city of Hebei Province as an example,this paper studies the satisfaction and participation intention of "jihuibao" of inclusive commercial medical insurance in Hebei Province.Firstly,analyze the development and current situation of inclusive commercial medical insurance in China and Hebei Province,and clarify the characteristics of the system.Secondly,400 questionnaires of Chengde residents’insurance participation were obtained by using network and field research methods,and the ordered logistic regression model was used to analyze the insurance satisfaction and willingness.Third,combined with the model analysis,interview the typical cases to verify and supplement the model conclusions.This paper concludes that the residents of Chengde City,Hebei Province are generally satisfied with the "jihuibao",and can be appropriately optimized in the scope of disease insurance and drug insurance.There is still much room for improvement in the deductible and insurance costs,especially in reducing insurance costs.The understanding of the system and the publicity of the government significantly affect the satisfaction and purchase intention of various groups.Low income rural residents are more willing to participate in the insurance.Therefore,we should strengthen the publicity of policies for rural areas,so that more rural residents can understand the inclusive insurance and join the insurance as soon as possible.Rural women are more willing to participate in insurance,indicating that they have a higher demand for health and medical security.This article believes that we should vigorously promote the inclusive commercial medical insurance,and put forward the following policy suggestions:first,expand the coverage of differentiated charges,and promote insurance participation by providing differentiated charges for different regions and different characteristic groups;Second,improve the utilization rate of social security fund individual account funds,and pilot medical insurance individual account funds to purchase inclusive commercial medical insurance;Third,take the insured as the center,expand value-added services and improve services in many aspects to improve satisfaction.Fourth,strengthen government publicity and enhance public awareness. |
