| At the end of 2019,the Covid-19 epidemic broke out in Wuhan and then spread rapidly throughout the country,and grassroots communities,as the basic units of national and social governance,are the primary space to interrupt the spread of the epidemic and risk management.The community not only has the spatial significance of the jurisdiction in the physical sense,but also the social space produced by residents,community workers,units and group organizations in the interaction,and is a space with multiple meanings superimposed.With the recurrence of the epidemic in China and the continuous optimization of epidemic prevention policies,how to put risks in the space of the community and manage them has become the focus and difficulty of epidemic prevention and control.Taking the epidemic risk governance of M community in S town,H City,Heilongjiang Province from early 2020 to June 2022 as an example,this paper explores how communities with multiple spatial significance resist,manage epidemic risks and analyzes the changes in governance countermeasures and governance logic of the community at different risk stages.It is found that the overall governance logic of "risk non-proliferation" is followed in the process of community epidemic risk governance,and its core performance is to use multiple meaning spaces such as power,network,and emotion in the community to manage risks.The study divides the community risk governance process during the new crown epidemic into three stages:emergency outbreak,short-term prevention and control,and normalization:in the first stage,the community is recognized as a space full of risks,and the administrative power dominates the risk governance space through reorganization and institutionalization,and quickly controls risk spillover in a static and closed manner,forming the goal and countermeasures of "comprehensive lockdown" in this stage;In the second stage,the community relies on cyberspace and technology to realize the networked presence and supervision of residents,and reconstruct the relationship between space and risk identity,and at the same time carry out categorical and refined governance of risk individuals and governance space.Therefore,through the phased governance countermeasure of "sensitive zeroing",it is ensured that the regional incidental risks at this stage can be sensitively and efficiently not spread until they are cleared.The third stage is manifested as the governance countermeasure of "risk preparation",in which the community strengthens the social public governance force from three aspects:information construction,responsibility grid and multisubject co-governance through multiple forces such as administrative power,residents,organizations and units,and warns and investigates potential liquidity risks.From the perspective of the overall change process of grassroots community risk governance,the changes in community risk governance logic and coping measures come from the actual needs of the state and society,and have been realized through the accumulation and practice of long-term experience in community work,such as three-community linkage,super grid and multiemotional co-governance. |
