Research On Collaborative Mechanism Of Public Security Governance In Large Public Hospitals-Based On The Case Of Hangzhou

In recent years,the Central Committee of the Communist Party of China has attached great importance to public security,and has repeatedly emphasized the importance of public security to economic development and social stability.At present,hospital safety management is facing many new situations and new problems,especially the increase of risk factors and safety hazards in non-medical safety fields.Non-medical safety factors,namely hospital public safety factors,have become the first major factor affecting hospital safety.Hospitals,especially large public hospitals,are likely to cause casualties or even mass casualties in the event of public safety incidents or accidents due to dense personnel,numerous equipment and large buildings.Therefore,in order to continuously improve the public safety of hospitals,it is necessary to link the power of the government,supervised units,other organizations and individuals to realize the collaborative governance mechanism of hospital public safety.This paper selects the large-scale public hospitals in Hangzhou as the research object,and discusses the problems existing in the practice process based on the results of the questionnaire survey by introducing the current status of governance and coordination of large-scale public hospitals in Hangzhou in the field of public safety,and at the same time analyzes the causes of the problems.,combined with relevant foreign excellent practices,trying to find an effective solution path,and provide experience and reference for the practice of public safety collaborative governance of hospitals in other provinces and cities across the country.As a pilot for the collaborative governance of public safety in hospitals in Hangzhou,the public safety governance of large public hospitals has gone through the traditional responsibility system stage,the modernization transformation stage,and the digital reform stage,and its public safety collaborative governance mechanism has shown certain effects.The main bodies of collaboration mainly include: Municipal Safety Committee,Municipal Health and Health Commission,public security,fire protection,hospitals and other departments and personnel.The main achievements of the collaborative mechanism include: preliminary formation of collaborative value cognition,exploration and realization of collaborative management process,and continuous optimization of collaborative technical support.However,there are still many problems that need to be improved: First,the value-level problem,the awareness of the overall public security governance is still insufficient,the willingness of internal and external collaborative governance is low,and the effect of publicity and training needs to be improved.Second,there are problems at the management level.The superiors have insufficient guidance on the public safety of the hospital,the public safety governance method is extensive and not linked,and the level of the public safety governance team needs to be improved.Thirdly,there are technical problems,such as the aging of security infrastructure and great security pressure,the existence of security governance information barriers between departments,and the lack of risk prediction capabilities of shared platforms.On this basis,this article combines the relevant information from the interviews and the author’s work experience in the system to analyze the causes of the problem,and contact the relevant excellent foreign experience to explore effective ways to alleviate the problem: First,strengthen the public sector in Hangzhou The value consensus of the hospital public safety governance coordination mechanism,innovating publicity methods,clarifying the value form,and strengthening the construction of the civil air defense system.Second,improve the management level of the public safety governance coordination mechanism of public hospitals in Hangzhou,improve the collaborative governance mechanism,optimize the joint prevention and control mechanism,and deepen the emergency management mechanism.Third,improve the technical application of the public safety governance coordination mechanism of Hangzhou public hospitals,including standardization construction,digital empowerment,and technical defense system construction.
