The reform of the salary system of public hospitals is a key part of China’s implementation of the restructuring plan of the medical and health industry,an important strategic deployment of the CPC Central Committee and the State Council to implement a healthy China,an important measure of the comprehensive reform of the medical industry,a key measure to promote the high-quality development of the national medical and health industry,and an important support for the construction of the medical and health industry’s talent team,It is an important part of promoting the reform of income distribution in public institutions and industries.In recent years,various unexpected public safety and health events have occurred frequently,and China’s public health has faced higher challenges.At the same time,people’s concern and requirements for health have become increasingly high.Promoting the reform of the salary system in the medical and health field can mobilize the power of the majority of medical personnel to pursue the development of the medical cause,further improve the comprehensive ability of China’s medical and health care,and thus lay the foundation for coping with public safety and health risks and meeting the new needs of the people for health.According to the requirements of the guidance of the national reform,the reform of the salary system is not simply to expand the distribution "cake",but to make an effort to establish a scientific and effective salary level determination mechanism,internal assessment and distribution mechanism,so as to truly establish a salary system that conforms to the characteristics of the medical industry and is different from other institutions.As the second batch of districts and counties included in Chongqing’s reform pilot,Z District of Chongqing selected two representative hospitals to be included in the pilot.This paper takes Z District as the research object,analyzes the overall situation of the two pilot units and other relevant medical and health institutions in the district by means of questionnaires,in-depth interviews,information software data extraction,and points out the problems existing in the reform of Z District,namely,the reform initiative is not strong;The employees are not satisfied with and agree with the salary level,salary structure and internal distribution method after the reform;Lack of incentive mechanism for high-level talents;There is a gap in the overall planning of industry income level;The phenomenon of hospitals pursuing profits still exists.Through the theory of equity,two factor theory and other theoretical basis of the analysis of the causes.On the basis of learning from the advanced practices of other regions,the suggestions for further reform in Zone Z are given.The conclusion of this article is that the early reform pilot in Zone Z has achieved initial results,steadily improving staff income,continuously improving hospital service and management level,and continuously improving the internal management level of public hospitals,but there are still many deficiencies.As a government department,in the next step of deepening reform,it is necessary to further clarify the responsibility orientation of each functional department,reasonably guide expectations,further optimize the reform plan,optimize the salary structure,optimize the salary level determination mechanism,strengthen talent incentive measures,guide hospitals to improve internal assessment and distribution methods,and strengthen government financial input on the basis of strengthening reform coordination,So as to truly achieve the reform effect of "government oriented,patients are satisfied,employees increase income,and hospitals develop".
