With the rapid development of the medical industry and the rapid increase in clinical blood consumption,especially in cities with abundant medical resources such as Beijing and Shanghai,seasonal and regional blood tension has become the norm.To make unpaid blood donation work further healthy and sustainable development,in addition to relying on blood collection and supply institutions in various places,it also requires the organization,coordination and promotion of governments at all levels to continuously mobilize the public’s enthusiasm for participating in unpaid blood donation,create a good social atmosphere,and relieve blood.Contradiction between supply and demand.This article takes blood collection and supply institutions in Jiangsu Province as the research object,based on public product theory and public service theory,and takes the dialectical relationship between territoriality and vertical management as the perspective.Through literature research and on-site interviews,we have an in-depth understanding of the current operation and management of blood collection and supply institutions in Jiangsu Province.status quo.This article found that under the territorial management model,there is no full-time blood administrative department in the province,and the government-led and multi-departmental coordination mechanism under the voluntary blood donation joint committee system has not been truly implemented.The imbalance in the input of unpaid blood donation in various regions has led to certain The degree of waste of resources,the unreasonable blood compensation mechanism,and the "reward" blood donation also bring certain blood safety risks.In addition,blood collection and supply institutions in various regions are independent,lack of top-level design,unreasonable setting of sub-stations and blood collection points,difficulties in publicity and recruitment at the grassroots level in counties and townships,and frequent brain drain.These are the shortcomings of the current management model of blood collection and supply institutions in our province.In order to improve the management mode of blood collection and supply work and provide a reference for the blood collection and supply industry in our province to solve the problem of blood shortage,in view of a series of problems existing in the current territorial management operation mode,compared with the management experience of some blood collection and supply institutions at home and abroad,this article proposes to establish provinces and cities.The district(county)three-level blood management department has established a provincial blood business management system,which combines the vertical management of blood collection and supply business with the territorial management of publicity and recruitment.From the perspective of the whole province,plan the business development in a unified way,clarify the responsibilities of the functional departments of the Unpaid Blood Donation Joint Association,strengthen supervision and assessment,optimize and integrate health resources,coordinate the deployment of publicity recruitment plans,blood collection and supply plans,unify laboratory testing standards and procedures,and carry out centralized continuing education,Personnel training,improve the personnel management system and performance evaluation system,rationally plan blood collection and supply points,accelerate the construction of blood collection and supply data centers in the province,improve blood information decision support capabilities,and continue to promote the orderly development of blood collection and supply work in the province.With the further development of the social economy and the comprehensive improvement of the coverage and protection level of various basic medical insurances,the medical needs of the broad masses of people will be further released,the clinical workload will continue to increase substantially,and some more difficult operations and the need for blood The advanced treatment technology of products is becoming more and more routine,and the amount of blood used in clinical practice will continue to increase year by year.All these forces us to speed up the implementation of reform measures,truly form a long-term mechanism led by the government,multi-sectoral cooperation,and extensive participation of the whole society,and promote the healthy and sustainable development of unpaid blood donation work.
