Research On Problems And Countermeasures Of The Issues On Medical Resource Sharing In The Construction Of Urban Medical Treatment Combinations In J District Of Shanghai

The construction of medical treatment combination,as the key to building an orderly pattern of graded diagnosis and treatment,is one of the important measures to deepen the reform of public hospitals in China.It aims to deal with the contradiction between supply and demand of medical services and the rapid growth of medical costs through the cooperation of medical and health institutions at different levels and the integration and sharing of medical resources.Since China fully launched the pilot project for the construction of medical treatment combination in 2017,Shanghai has closely followed the policy requirements and connotations,seized the reform opportunities.After years of efforts,such as J District has carried out beneficial exploration in such aspects as effectively promoting the sinking of high-quality medical resources,establishing two-way referral channels,improving the convenience of medical treatment for the people,and driving the overall medical service level of the region,which has also been quite effective.Meanwhile,the difficulty of medical treatment for the people in the region has been gradually alleviated,and the people’s sense of access to medical care and satisfaction has also been improved.But after several years of operation,problems such as government responsibility,supporting mechanism,benefit adjustment,service coordination and evaluation model,etc.have also been exposed to the development of medical treatment combinations in J District,which leads to the lack of efficient coordination and effective operation of the most critical link of medical resource sharing.Therefore,it is of great significance for the sustainable and high-quality development of the urban medical treatment combination in J Distict of Shanghai to explore the problems and causes for the sharing of medicine resources in the construction of the urban medical treatment combinations in J District,and put forward targeted countermeasures and feasible paths.In view of this,this paper selects the R Medical Treatment Combination in J District as a case,combining the theoretical connotation of cooperative governance theory,process reengineering theory,and carries out investigation and research on the situation involving medical resource sharing in the process of its promotion through case study,participation observation,in-depth interview,etc.,furthermore,it analyzes the logic of action and its effectiveness in the process of R Medical Treatment Combination resource sharing with the perspective of participants,and combs and summarizes the existing problems.The potential blocking reasons are explored and countermeasures and suggestions are put forward accordingly.The research found that the development of the R Medical Treatment Combination in J District has achieved some results so far,but there are still some problems in deepening resource sharing and forming effective synergy,such as imperfect system design,resistance to talent circulation,poor grading of diagnosis and treatment,low level of information sharing and incomplete evaluation mechanism.According to the research,the underlying reason for the inadequate resource sharing with the implementation of the R Medical Treatment Combination in J District is that the system and mechanism have not been fully straightened out,and an effective homogenization management and long-term sharing and coordination mechanism has not been established,and the mechanism of interest distribution among institutions at all levels is uneven,and the division of labor and cooperation is unclear,the data barrier has not been removed,and the incentive effect is difficult to continue,which restricts the medical treatment combination to truly form a community of management,interests,responsibilities,and assessment.As a result,the exchange and cooperation among tertiary medical institutions can only be superficial,which affects the effectiveness of cooperative governance and the balanced and optimal allocation of resources.Accordingly,this paper puts forward five countermeasures and suggestions,including improving the mechanism of balancing interests of multiple subjects to promote the unity of responsibilities and rights,encouraging regular rotation of talents to strengthen talent support and cultivation,optimizing service process reengineering to promote collaborative integration,building a data sharing platform to break down information barriers,and using medical insurance leverage to mobilize effective performance incentives.In order to provide some management ideas and reference for the construction and development of the urban medical treatment combinations in Shanghai and the full sharing of medical resources,we should strive to analyze the practical difficulties and problems existing in the sharing of medical resources in the current medical treatment combinations,and finding out the relevant policy inspiration and optimization path,so as to seek the countermeasures.Through this,it will ultimately release the maximum benefits of the construction of the medical treatment combinations,and accelerate the construction of an integrated,continuous,intelligent and high-quality medical and health service system,and support the high-quality development of urban economy and society with the high-quality development of medical and health care,so as to lay a solid foundation for the construction of Chinese path to modernization and resilient cities.
