In recent years,emergencies such as large-scale natural disasters,large-scale public health events and military conflicts have occurred all over the world,which pose a great threat to the safety of people’s lives and property.When mass casualties occur,blood transfusion support is very necessary to save the lives of the wounded.However,blood has strict requirements in collection,preparation,storage and transportation,which can not be collected and used immediately.It is necessary to study strategic blood reserve and emergency dispatching strategy.Therefore,this paper analyzes the shortcomings of previous studies on military-civilian integration in blood collection and supply,emergency blood reserve and emergency blood dispatching,and discusses the strategic blood reserve and emergency dispatching strategy under the background of military-civilian integration.Firstly,aiming at the minimum total cost of the system and the shortest weighted demand time of demand instances,a multi-objective strategic blood reserve location-inventory model considering civil-military integration,multi demand instances,multi blood products,capacity constraints,time constraints and collaborative positioning is established,and the multi-objective is solved by LP metric method.Then,this paper creates some demand instances based on earthquakes that occurred from 1970 to 2019 and potential military conflicts,and bring them into the model to verify its feasibility,compares results of location-inventory problem under the background of military-civilian integration and military-civilian separation,and different civil-military integration strategies,and studies the influence of different target preference weight,emergency demand deployment time limit and demand on decision-making.It provides reference for strategic blood reserve in the context of civil-military integration.Secondly,on the basis of the above,the problem of emergency blood dispatching after an emergency is studied.In order to minimize the weighted demand time,an emergency blood dispatching model is established considering military-civilian integration,multiple blood products,uncertain demand,time-constrained and collaborative positioning,and the uncertainty of emergency blood demand was expressed by triangular fuzzy demand.Two examples are designed to verify the feasibility of the proposed method against the background of security risk in the Yellow Sea region and seismic risk in Yunnan province.This paper compares the emergency blood scheduling strategies under the background of military-civilian integration and military-civilian separation,and different civil-military integration strategies,analyzes the improvement of military-civilian integration strategy on emergency blood scheduling strategy,and discusses the impact of the setting change of emergency demand deployment time limit on decision-making results,so as to provide reference for emergency blood scheduling decision-making under the background of military-civilian integration.
