| China’s new-type urbanization has entered a period of rapid development,the scale of the floating population continues to grow,how to promote the integration of the floating population into the society of the place of influx,and share the fruits of reform and development has become a major strategic issue in China’s economic and social development.The "Healthy China 2030" plan outlines that the basic public health services of the migrant population should be comprehensively promoted.Migrant population groups have a high demand for basic public health services such as health care,immunization,and contraceptive services,but in reality,the floating population’s rights and interests in basic public health services cannot be better protected.Promoting the physical and mental health development of the floating population,improving the level of health literacy,and optimizing the basic public health services of the floating population are the key to promoting the realization of the goal of "Healthy China" and issues that should be properly solved at this stage.Equalizing basic public health services for the migrant population and providing them with effective public health products and basic public health services is an effective means to solve this problem.The concept of shared development is strongly related to the equalization of basic public health services and is consistent in nature.The concept of shared development is a guide to the equalization of basic public health services,pointing out the direction and basic principles for promoting the implementation of equalization;The equalization of basic public health services implies the concept of sharing,and promoting equalization is the implementation of the concept of shared development and the coordinate to measure the degree of realization of sharing.Improving the government-led basic public health service system and promoting the equalization of basic public health services to a deeper level are the meaning of practicing the concept of shared development.This paper first defines and explains the relevant concepts,and then takes the theory of new public service,fairness and justice and public goods as theoretical support.This paper systematically sorts out the intrinsic relationship between the concept of shared development and the equalization of basic public health services,and uses the comparative research method to put forward the conclusion that there is non-equalization of basic public health services for China’s floating population,and the inequality of services enjoyed by floating population and household registration population is mainly reflected in four aspects: medical and health resource allocation,medical and health service guarantee,basic health service project publicity and accessibility of basic public health services.Through reading relevant literature and carrying out field investigations,we can deeply analyze the root causes of the problem of inequality,which are the insufficient motivation and capacity of service providers,the constraints of relevant systems,the imperfect comprehensive coordination mechanism and the imperfect evaluation and supervision system.Finally,combined with the concept of shared development,starting from "sharing by all people,comprehensive sharing,joint construction and sharing,and gradual sharing",it provides a reference path for the construction of equalization of basic public health services for China’s floating population,and raises the concept of shared development from the theoretical level to the practical level. |
