The Primary Medical and Health Institutions undertake the responsibility of providing basic public health services and basic medical treatment for residents,which is related to the basic health needs of the people.How to balance basic public health services,basic medical services and contracted services of family doctors,and promote the progress of all work is an urgent problem to be solved.The C Community Health Service Center selected in this case was named "Top 10 Units of high-quality Development Contribution of Chongqing Primary Medical and Health Institutions" in 2019,and was rated as the first Class-A service center in Liangjiang New Area in 2020.Now the application process of Community Hospital is starting.Therefore,by studying the problems in performance evaluation of C Center,the benchmark center,we can find the common problems existing in the Primary Medical and Health Organizations.This paper adopts the case study method and selects a representative C Community Health Service Center as the research object.By studying the status quo of its performance evaluation,it finds that its performance evaluation system is out of line with the strategic objectives of the center,and the design and decomposition of performance evaluation indicators are not scientific enough.Therefore,it is necessary to rebuild the performance evaluation indicator system.In this study,the Concept of Balanced Scorecard(BSC)was used to establish the performance evaluation system of Primary Medical and Health Organizations and analyze its application.Firstly,the concept of Primary Medical and Health Organizations and performance evaluation was defined,the research direction was determined by comparing several common performance evaluation methods,and the performance evaluation system was constructed by using the balanced scorecard theory.Then the Stakeholder Theory,Balanced Scorecard Theory and SWOT Theory and their applications are analyzed.Then the case analysis is carried out around C Community Health Service Center to find the existing problems in the performance evaluation.Secondly,build a performance evaluation system.The necessity and feasibility of the introduction of balanced scorecard were analyzed.Based on the SWOT analysis of C Community Health Service Center and the drawing of strategic map,the performance evaluation index system was constructed by the expert consultation method.Then the subjective weight and the entropy weight were obtained by the analytic hierarchy process,the objective weight was obtained by the combination weight method,and the five grades of performance evaluation were determined.Thirdly,the performance evaluation system application analysis.Based on the performance evaluation index system established above,combined with the index scoring standard and expert scoring,a comprehensive evaluation was made on the performance of C Center during 2019-2022.The evaluation conclusion was good,and the existing problems were identified and suggestions and safeguard measures were put forward from the overall and sub-dimensional analysis.The innovation point of this paper lies in the innovation in the selection of indicators in the construction of performance evaluation.Combined with the characteristics of Community Health Service Centers to carry out public welfare services,the public welfare dimension is introduced in the introduction of balanced scorecard.When determining the index weight,comprehensive use of analytic hierarchy process,combination weight method to determine the weight,making the evaluation more scientific and comprehensive.
