Research On Internet 4R Emergency Response Capacity Of Public Hospitals Under The Background Of Public Crisis Management

As the core of China’s public health treatment mechanism,public hospitals by their very nature embody public welfare and undertake the main task of solving the basic medical care of the masses and improving the difficulties of the general public in accessing medical treatment.With the rapid economic development,demographic changes and the increase in the number of media-derived genres,the demand for quality and satisfaction of medical services is increasing.Compared to the traditional media era,facing the new situation of the new media environment,the causes of online public opinion crises in public hospitals are more complex than those in other organizations or individuals,and the departments and personnel involved are in great demand,and require a more scientific,systematic and dynamic crisis management model.The reasonable response and guidance of hospital online public opinion as one of the key aspects of hospital management regulations is also a new test and task for the current medical system to meet.Public hospitals have played a vital role in the battle to prevent and control the new 2020 epidemic,whether as the designated admissions or hospitals assisting in the division of labour,or participating in the counterpart subcontracting of outbound rescue,public hospitals are undoubtedly the main force to be reckoned with.Reports on the outbreak were mostly focused on cloud platforms,but the vast amount of information on the internet was overwhelming,and people were often bombarded with information that made it difficult to screen whether the information was reliable.Unscientific and unproven rumors spread in a tense atmosphere,creating panic among the people,confusing them and triggering hot debate among netizens and the secondary spread of rumors.While the front-line medical staff were treating patients and fighting the epidemic,the internet platform was also a "cyberspace" to fight the epidemic.The article uses the "online hospital closure" incident of a public hospital in Xuzhou City in January 2020 as a case study through a joint theoretical foundation and case analysis.After analyzing the emergency handling behaviors of public hospitals in crisis management when encountering online public opinion incidents,the article proposes that public hospitals should adopt the 4R crisis management approach in terms of reduction management,preparation management,response management and recovery management.After analyzing the emergency management behaviors of public hospitals when encountering online public opinion incidents,the study proposes the problems and causes of the 4R crisis management in public hospitals,summarizes the experience,forms an implementable and applicable response mechanism for online public opinion incidents,and proposes a relatively scientific strategy for improving emergency response capabilities.
