Social security is an important social economic system of a modern country,which mainly includes social insurance,social assistance,social welfare and other aspects,among which social insurance is in the first place.Vigorously promoting universal insurance coverage and realizing social insurance coverage for the whole population will not only ensure the smooth reproduction of social labor force,play a role as a social stabilizer,but also promote social progress.In recent years,with the rapid development of economy and society,the national awareness of health has been further improved,and people’s demand for medical and health services is also increasing.As the main provider of medical care services,in order to constantly adapt to the growing medical demand of the people,public hospitals have begun to explore the implementation of off-duty employment,which is a new employment way to alleviate the problem of staff shortage.With the gradual increase of the number of extrinsic employment,the social insurance system and management model also put forward a great challenge.These groups are faced with problems such as low level of social insurance payment,the existing laws and regulations cannot guarantee fairness of social insurance payment and payment,and the lack of targeted legal basis guarantee.As a result,the off-duty staff of some public hospitals lack the sense of ownership,the sense of belonging to the hospital,and the enthusiasm for work.In this context,this paper starts the research work from the point of view of the social insurance participation of the extrinsic staff of Luzhou City public Hospital.Firstly,institutional policies,laws and regulations formulated by relevant government departments of Sichuan Province and Luzhou City at two levels were collected through the official government website to study,analyze and summarize the current situation of social insurance participation of the extrinsic employees in Luzhou City public hospitals.Secondly,through the structured interview with the personnel management personnel of 6 public hospitals in Luzhou City,it is found that In the process of social insurance participation,the off-payroll staff of Luzhou City public hospital is caught in such difficulties as the social insurance participation system needs to be perfected,the implementation of the social insurance participation policy is discounted,the professional quality and ability of the social insurance handling staff is not high,the contribution base level of social insurance participation is uneven,and the willingness of the off-payroll staff to participate in social insurance needs to be improved.Combined with specific practice,Based on Marx’s social security theory,Rawls’ s equity theory and two-factor theory,the paper puts forward countermeasures to improve the social insurance participation plight of off-duty employees in public hospitals in Luzhou City from five aspects,including perfecting system planning and design,strengthening enforcement and supervision,enhancing handling capacity,promoting unified payment standards,and paying attention to policy publicity and interpretation.In order to speed up the improvement of the public hospital staff social insurance management mechanism,to establish a sound public hospital staff with Chinese characteristics of the social security system.
