| Suzhou city is the largest migrant city in Jiangsu Province and the second largest migrant city in China.Along the process of urbanization,the proportion of migrant families in Suzhou has been increasing,and the number of children of migrant population has also increased significantly.The problem of medical security for children of migrant population has gradually extended from individual problems and family problems to social problems.If the problems of medical security for children of migrant population cannot be properly solved,on the one hand,children of migrant population may not seek medical treatment in time and become sicker,on the other hand,migrant family may even become impoverished due to illness.In recent years,the Suzhou Municipal Government has taken active measures to continuously improve the medical security conditions for children of migrant population,and has achieved positive results.However,with the acceleration of urbanization,the medical security for children of migrant population in Suzhou city still reveals some problems.The existence of these problems may have a certain negative impact on the social harmony and stability of Suzhou city,the sustainable development of the economy,and the promotion of urban competitiveness.The issue of medical security for children of migrant population has attracted great attention from the government and society in Suzhou city.The medical security development of Suzhou city has always been at the forefront of China.This paper takes Suzhou city as the starting point,and conducts research on medical security for children of migrant population in Suzhou city with the help of literature research method,questionnaire survey method,interview method and case analysis method.The survey found that Suzhou city has taken a series of positive measures,such as expanding the scope of medical security coverage and increasing financial subsidies for medical security,to continuously improve the level of medical security for children of migrant population.Based on empirical data,using Graph Pad software to conduct t-test analysis on sample data,the study found that Suzhou has achieved results such as an increase in the number of children of migrants participating in insurance,an increase in public understanding,and an increase in satisfaction with medical security benefits.However,at the same time,the research also found that the medical security for children of migrant population in Suzhou city has problems such as insufficient policy support,insufficient policy practicality,single financing means,and low level of information exchange between regions.The study also found that the reasons for the problem: the lag in the formulation of policies by the government,the vague service responsibilities of government,the lack of coordination among multiple departments,the failure to mobilize social forces fully,and the difference of medical insurance planning between regions.On this basis,here are countermeasures and suggestions for existing problems based on public goods theory,social governance theory,and T.B.Smith’s public policy implementation process model: dynamically adjust policies,strengthen government supervision,promote departmental collaboration,expand financing channels,enhance inter-regional medical insurance information interconnection and smooth out-of-town medical reimbursement channels,etc.The purpose is to provide a reference and basis for the Suzhou Municipal Government to formulate and solve the problems of medical security for children of migrant population,help improve the performance of the medical security department,so as to continuously play an active role in increasing the medical security for children of migrant population,and promote the medical security work faster and healthier development in Suzhou city.The medical security exploration experience of Suzhou city can also be applied to other cities facing similar problems in China,which is of great significance to improving the health level of the whole people in China,promoting social harmony and stability,and realizing the strategic goal of "Healthy China". |
