| The outbreak of Covid-19 pandemic,had not only changed our lives to a great degree,but also turned into a major challenge to every country in the world.Currently,the Covid-19 is still widely spread globally and the cluster cases occurs occasionally in China.It is foreseeable that the plague can not be controlled in a short time and it will have a lasting influence to the world economically and politically.A open port is a transportation junction for inspecting as well as serving the people,cargo and vehicles across border.With development of China and the implement of the Belt and Road Initiative,China is more closely linked with the world.We can conclude that the importance of open ports is more and more outstanding.In perspective of the Public Health Emergency of International Concern(PHEIC),the open ports which are national statutory gateway play a significant role in epidemic prevention.Therefore it is a research-worthy issue that how to improve the mechanism of multi-subject collaboration in the open ports on preventing the inbound transmission of Covid-19 pandemic.In this article,the synergistic governance theory and the holistic governance theory are used,with the support of the data and documents collected during my career,to analyze the mechanism of multi-subject collaboration in Chinese open ports from four aspects which are the subject,the dimension,the process and the features in collaboration respectively.The the development and the defects of the mechanism of multi-subject collaboration in Chinese open ports are summarized by document analysis,cases research,and comparison under different circumstances.In the last part,advice are given to improve the mechanism.The main collusion are as follows: 1.The mechanism of multi-subject collaboration in Chinese open ports is complex,involving amount of participants and dimensions,and it has been changing rapidly for the last 10 years.2.There are four features in multi-subject mechanism,which are complexity,urgency,uncertainty and sensitivity.3.The defects of the mechanism include lack of communication,collaboration and common value,as well as fragmented public sectors and services.The suggestions include: 1.to further improve the integration of the departments in open ports;2.to raise efficiency of the exchanges of information and resources by improving the mechanism on joint prevention and control of Covid-19 in open ports,building efficient e-government platform etc.;3.to optimize the coordination procedure by improving joint emergency practice,supervision and evaluation in open ports;4.to improve the public service in open ports by upgrading the G2 B and G2 C platform;5.to advocate the value of cooperation. |
