Objective: With the continuous development of economy and society and the advancement of urbanization,China’s population migration has experienced a period of rapid growth, and has stabilized under the new normal. For a long time, the health rights and interests of the floating population cannot be guaranteed with the same treatment as the registered population, and the expansion of the scale of mobility has put forward higher requirements for the equalization level of medical and health services. From a practical point of view, ensuring that the floating population enjoys equal medical and health services in the inflow places has become the key work content in the field of livelihood security in the new era.In this study adapt to improve the policy of medical and health service accessibility, using the national floating population dynamic monitoring survey data, according to the population flow to distinguish the rural-urban and urban-rural floating population, the two types of mobile group sample basic situation, medical behavior and medical behavior influencing factors of comparative study,to meet rural-urban and urban-rural floating population health service demand put forward targeted Suggestions,to establish to adapt to the trend of population flow in the new period of medical and health system. Methods: In the research section,by reviewing literature and materials on the medical seeking behavior and influencing factors of mobile populations both domestically and internationally, the current research results on the medical seeking behavior and influencing factors of rural-urban and urban-rural floating population are summarized. In the empirical research section, the survey data was processed and statistically analyzed using SPSS26.0 software.Descriptive statistical analysis, chi square test, and binary logistic regression analysis were used to analyze the similarities and differences in the basic situation and influencing factors of medical seeking behavior between the two types of mobile population. Results: The enthusiasm of rural-urban and urban-rural floating population for medical treatment was poor, and the awareness of urban-rural floating population was weaker, with one-year disease visits being 52.4% and 48.5%,respectively.The results of binary logistic regression analysis showed that:(1)in terms of tendency characteristics, gender had a positive and significant impact on the medical treatment behavior of rural-urban and urban-rural floating population, and the degree of influence was slightly different, and compared with female rural-urban and urbanrural floating population, the probability of male rural-urban and urban-rural floating population seeking medical treatment was reduced by 4.6% and 8.9%,respectively.Education level only had a significant impact on the medical treatment behavior of rural migrants, while marital status only had a significant impact on urban-rural floating population’s medical treatment behavior.(2)In terms of enabling resources, the participation in the new rural cooperative insurance only has a significant impact on the medical treatment behavior of rural-urban floating population, the medical insurance participation of urban and rural residents only has a significant impact on the medical treatment behavior of urban-rural floating population, and the positive impact of local insurance participation on the medical treatment behavior of ruralurban floating population is more significant.(3)The positive impact of self-rated health status and chronic disease on the medical treatment behavior of urban-rural floating population was more significant, and the probability of seeking medical treatment for rural-urban floating population who could not take care of themselves was 2.769 times that of healthy rural-urban floating population, and the above multiple was 4.614 times that of urban-rural floating population.Compared with the rural-urban and urban-rural floating population who did not suffer from both diseases, the probability of seeking medical treatment increased by 23.8% and 44.4%respectively.(4)The northeast region has a greater negative impact on the medical treatment behavior of rural-urban floating population, and compared with the ruralurban and urban-rural floating population in the eastern region, the probability of medical treatment for rural-urban and urban-rural floating population in northeast China is reduced by 47.9% and 42.4%,respectively.(5)The knowledge of basic public health services only had a significant impact on the medical treatment behavior of the rural-urban floating population, the probability of rural-urban floating population who had heard of basic public health services increased by 8.7% compared with the rural floating population who had not heard of basic public health services, and the positive impact of health education acceptance on the medical treatment behavior of urbanrural floating population was more significant, and the probability of rural-urban and urban-rural floating population receiving health education increasing by 13.6% and25.9% respectively compared with that of rural-urban and urban-rural floating population who did not receive health education. Conclusion: There are great differences between rural-urban and urban-rural floating population in terms of gender, education level, per capita monthly household income, type of medical insurance participation, mobility range, and awareness rate of basic public health services, and the overall enthusiasm of rural-urban floating population for medical treatment is slightly higher than that of urban-rural floating population. The two types of groups first choose to go to pharmacies for medical treatment, and the medical institutions of the floating population in cities have a higher level. In the Anderson medical service utilization model, the tendency characteristics, enabling resources, demand factors, mobility characteristics and basic public health service characteristics have different effects on the medical behavior of rural-urban and urban-rural floating population.Suggestions: In response to the problem of low utilization level of medical services and incomplete satisfaction of medical service needs among rural-urban and urban-rural floating population in the inflow areas, this article proposes three suggestions: firstly, deepen the reform of the direct settlement mechanism for medical treatment in different regions, and improve the convenience of seeking medical treatment in different regions; The second is to optimize the layout of medical resources and reasonably allocate medical and health resources; The third is to improve the health records and health education work of the floating population, and enhance the health awareness of the floating population;Fourthly, give full play to the role of social networks in promoting medical treatment and promote the social integration of the floating population.
