Textual Quantitative Analysis Of Chinese Mental Health Policy

Objective:Mental health is a major public health and social problem.Especially in recent years,the global epidemic of novel coronavirus pneumonia(COVID-19)has brought many new psychosocial and spiritual factors to people,which has aroused countries attention to mental health and exposed the inadequacy of China’s policies in the field of mental health.Therefore,in order to understand the current situation and characteristics of the policies that have been introduced in China,discuss the focus of the existing policy system and analyze the existing problems,this paper conducts a comprehensive quantitative research on the mental health policy texts issued at the national level,in order to promote the rapid development of mental health work and provide reference for the government to formulate and optimize the mental health policy in the future.Method:This paper makes a comprehensive quantitative analysis of 187 mental health policies by using bibliometrics theory and policy instrument theory.Firstly,by using statistical analysis method and social network analysis method,this paper analyzed the external attributes of policy including the sequence,type of policy,subject of policy,and clarified the development context of mental health policy in our country.Secondly,we use the co-word analysis method to analyze the policy themes of each stage and grasp the strategic development direction of our mental health policy.Finally,based on the two-dimensional analysis framework,the content analysis method was used to analyze the contents of the policy text,and explore the coordination of the mental health policy of our country.Research results:(1)The distribution quantity and type of policy texts: the overall trend of fluctuation is increasing,and the number of policy texts in 2020 is the largest;From the perspective of the types of policy texts,notices and opinions are the most,decisions and suggestions are the least.(2)Main body of policy publication: the main body of policy publication is the National Health Commission,which is the competent department.The number of departments involved in joint publication and joint publication is gradually increasing,but generally speaking,joint publication is still less.(3)Policy theme: Through statistical analysis of high-frequency keywords in the four stages,it is found that serious mental disorders and social psychological services are the hot topics of mental health policy.It is found that mental health policy has been gradually improved and scientific from vague planning in the embryonic stage to deepening stagee.(4)Policy Instrument: This article divides the use of mental health policy instruments into three categories: environmental,supply,and demand.Among them,environmental policy instruments account for 60.05%,supply policy instruments account for 25.28%,and demand policy instruments account for 14.67%.The number of different types of policy instruments varies greatly.Research conclusion:Through the comprehensive quantification of the external attributes and contents of the mental health policy,it is concluded that the practical and refined aspects of the mental health policy are relatively insufficient.The degree of coordination and cooperation among policy issuing bodies needs to be strengthened;Policy focus gradually to the construction of social psychological service system development;The structure of policy instruments is unbalanced,and the environment-based is more important than demand-based;The consideration of policy instruments to policy participants is slightly insufficient.Finally,according to the research conclusions,the author proposes corresponding majorization suggestions: Ffirst,to improve the refinement and implementability of mental health policy;Second,strengthen the coordination and cooperation among the main bodies of policy publication;Third,the policy continues to promote the construction of social psychological service system;Fourth,to balance the use of three kinds of policy instruments and optimize the internal structure of policies;Fifth,take into account the interests of all parties and make policy instruments more compatible with all participants.
