| In China,public hospitals,as an important carrier for providing basic medical services for the people,effectively meet people’s needs for medical treatment.But public hospitals have long been at odds between the increasing demand for basic medical services and the shortage of medical staff.As an important political resource and ruling resource,the standardized management of relevant institutions through the adjustment of resources has become a norm after the 18 th National Congress.Moreover,due to the target requirements put forward by the government in recent years to reduce but not increase the number of financial personnel,the contradiction between the growing employment demand of all walks of life and the total number of personnel must not break through has become increasingly prominent.Especially due to the impact of the three-year epidemic,the problems of public hospitals in this regard are most obvious.Even if the shortage of personnel is solved by simply increasing the staffing of public hospitals,it also faces the limitation of the total number of regional institutions and the disposable expenditure of local finances.Therefore,speeding up the reform of the establishment and management of public hospitals has received extensive attention from the party,the government and all sectors of society.In view of the above background,this paper briefly expounds the practical needs of public hospitals to accelerate the reform of the staffing system in the new era,and discusses several staffing reforms experienced by public hospitals,and uses the theoretical knowledge of public management to try to solve the difficult problem between the current insufficient staffing of public hospitals and the insufficient total staffing resources of Weinan City.The focus of this paper is to find out the problems of outstanding contradiction between supply and demand,rigid management methods,and large gap between internal and external personnel treatment in Weinan Public Hospital through in-depth analysis through in-depth analysis of Weinan D Hospital,and find out the causes of the problems,including the urgent need to adjust the establishment and approval standards,the establishment of personnel management methods that are too conservative and traditional,and the insufficient financial support caused by "staffing and verification fees".Through the analysis and research on the advantages and disadvantages of the existing reform models in China,taking the public hospitals at the city and county levels in Weinan City as an analysis sample,combined with the analysis of the recognition of the above models by public hospital stakeholders,this paper points out the reform model suitable for public hospitals in Weinan-the reform of the preparation and filing system.At the same time,drawing on the experience of successful reform areas,combined with the relevant policies of central provinces and cities,the personnel management model after the establishment and management reform was proposed,and the solution ideas of strengthening the top-level design and improving the reform measures,reforming the personnel management system,improving the financial supporting system,and establishing and improving other systems were proposed for the optimization of the establishment and management of public hospitals in Weinan City,so as to solve the problems in the preparation and employment of public hospitals.. |
