Since the implementation of the basic medical insurance system reform for urban employees in Inner Mongolia Autonomous Region in 1999,after more than 20 years of practice and exploration,it has provided strong protection for the medical health of the vast number of employees in the region.However,with the development of the economy,the increasingly severe aging of the population,the rising cost of medical services,and the continuous growth of residents’ health needs,the pressure on the balance of income and expenditure of the Inner Mongolia Autonomous Region employee medical insurance fund continues to increase,affecting the sustainability of the employee medical insurance fund and even the employee medical insurance system.This article constructs a PSR evaluation model for the sustainability of employee medical insurance funds,studies the sustainability of employee medical insurance funds in Inner Mongolia Autonomous Region and various provinces,and explores the key factors affecting the sustainability of employee medical insurance funds in Inner Mongolia Autonomous Region from two dimensions: regional horizontal and temporal vertical.This article first introduces the relevant concepts and theories of the employee medical insurance fund,and then analyzes the current status of the employee medical insurance fund in Inner Mongolia Autonomous Region from aspects such as insurance participation,fund income and expenditure,balance,and fund operation.On this basis,a sustainability PSR evaluation model was constructed to compare the Inner Mongolia Autonomous Region Employee Medical Insurance Fund horizontally with 30 other provinces in China.It was found that although the comprehensive sustainability evaluation value of the Inner Mongolia Autonomous Region Employee Medical Insurance Fund is at a moderate level,the overall evaluation value of each project is uneven,with the lowest ranking of stress project evaluation values.The Employee Medical Insurance Fund faces significant sustainability pressure.Through a longitudinal comparison of the sustainability of the Inner Mongolia Autonomous Region Employee Medical Insurance Fund from 2015 to 2021,it was found that although the sustainability of the Inner Mongolia Autonomous Region Employee Medical Insurance Fund is currently in a good state,it may face enormous pressure,manifested as a downward trend in the overall evaluation value of the Employee Medical Insurance Fund from 2015 to 2021,and the continuous decline in the evaluation value of pressure items since 2019 indicates an increase in the disturbance pressure faced by the Employee Medical Insurance Fund,the evaluation value of status projects has slightly decreased,and although the evaluation value of response projects has increased in 2021,it is still lower than the evaluation value of pressure projects.This means that policy adjustments in recent years have not been able to suppress the negative impact of resistance factors such as population,economy,and slow reform of payment methods.If no measures are taken to intervene,the sustainability of the employee medical insurance fund will be further weakened to a certain extent.Based on the comprehensive horizontal and vertical comparative analysis results,overall the sustainability of the Inner Mongolia Autonomous Region employee medical insurance fund has weakened.Therefore,this article proposes suggestions to further clarify government responsibilities,implement gradual delayed retirement policies as soon as possible,deepen the reform of medical insurance payment methods,introduce commercial insurance to participate in fund management,optimize the implementation of drug centralized procurement policies,and improve the sustainable development warning mechanism of employee medical insurance funds in Inner Mongolia Autonomous Region,in order to enhance the sustainability of the employee medical insurance fund.
