From SARS to the new crown pneumonia epidemic,the multiple and frequent public health emergencies in recent years have had a huge impact on regional economic and social stability,as well as a great impact on people’s lives and property safety.The level of response to public health emergencies determines the effectiveness and resilience of a region in dealing with disasters,and scientific assessment of its response level can provide strong decision support for effective response and disposal of public health emergencies,and has important research value and practical significance for regional economic development of high quality.By assessing the response level of public health emergencies,we can understand the response capability and efficiency of the government,social organizations and individuals as well as the rationality and scientificity of response measures to provide reference and reference for future response work,clarify the existing problems and shortcomings,and propose optimized resources by targeting to improve the regional response level and response effectiveness,which is important for security and emergency industry layout optimization,sustainable economic development and livelihood security.The response to public health emergencies involves many disciplines and a combination of soft and hard conditions,requiring both hard conditions of industrial resources such as human resources,capital,materials,and technology,and soft conditions of social resources such as social networks,civic ethics,civic responsibility,and trust.Therefore,on the basis of the existing studies,we combine the theories of disaster economics,social capital and industrial association,and innovatively introduce regional social capital and industrial resources to enrich,expand and improve the evaluation index system,and make a more systematic and comprehensive evaluation of the regional public health emergency response level,which has strong theoretical innovation and practical application value.First,taking the new crown epidemic as the research object,we analyze various possible factors affecting the response level of public health emergencies by applying theories related to economics and emergency management,combine social capital(combining three dimensions of structure,network and cognition)and industrial resources(combining two dimensions of medical resources and public resources)as key factors,construct a conceptual model of the response level of public health emergencies,and establish a system of indicators to evaluate the response level of public health emergencies based on this Based on the conceptual model,an index system for evaluating the response level of public health emergencies was established.Second,a public survey based on social network big data(including machine learning,text analysis,and official statistics)and a personal survey based on questionnaire scales and combined with statistical data were used for data collection,processing,and analysis.Thirdly,the impact degree of each indicator is scored by DEMATEL method,and the impact value of each indicator is calculated by combining with Matlab software to explore the interconnection between social capital and industrial resources of each subordinate indicator;the importance degree of each indicator is scored by ANP method,and the network relationship calculated by combining with DEMATEL method is constructed in Super Decision software The network structure diagram was constructed in Super Decision software,and the weights of each indicator were calculated.Based on the research data,weights and TOPSIS method,the scores of social capital,industrial resources and public health emergency response level of each region in China were calculated using Python language in Pycharm runtime environment.Finally,the coupled coordination model and Space autocorrelation were used to analyze the coupled coordination between the response level of public health emergencies and high-quality economic development.The research results show that,firstly,in the comprehensive evaluation index system of this paper,the various subordinate indicators of social capital and industrial resources are interrelated and influence each other,and have a greater impact on the response level of public health emergencies due to the greater weight of indicators such as the level of socioeconomic development,education level,social network,trust,civic responsibility,and prevention and control of diseases.Second,among the 31 Chinese provinces studied,Beijing,Guangdong,and Zhejiang have higher scores for social capital and industrial resources,Shandong and Jiangsu have higher levels of social capital,and Shanghai and Tianjin have higher scores for industrial resources.The provinces of Beijing,Guangdong,Zhejiang,Shanghai,and Jiangsu scored higher in the level of response to public health emergencies.Finally,it was found that the level of response to public health emergencies and the level of high-quality economic development have a positive coordinated coupling relationship,and the coordinated coupling degree has spatial aggregation characteristics.Facing the sustainable development of regional economic and social security,based on the research results,this study puts forward relevant suggestions from the perspective of resource element allocation and government,emergency industry development,and public response to public health emergencies.
