According to data from the National Office for the Aging of the National Health and Wellness Commission,which released the National Aging Development Bulletin for the year2021,the country has 267.3 million people aged 60 or above,accounting for 18.965% of the total population.Addressing the issue of ageing has been incorporated into important national issues.Data from the seventh national census shows that the total population of Dalian is 7.45 million,with 1.84 million people over 60 years old,accounting for 24.69%.From the data,Dalian’s elderly population is higher than the national average.It will be more difficult and imminent to improve the quality of elderly services in Dalian,so that the elderly can have a sense of security,a sense of security,a sense of enjoyment and a sense of worthiness.In the context of the rapid growth of the elderly population,the traditional family elderly care model and institutional elderly care model are unable to meet the needs of the elderly population for elderly care services.As a new model that breaks through the traditional elderly care model,the community-based elderly care model has more advantages in terms of medical protection,service quality and management standardisation than the family-based elderly care model and the institutional elderly care model.Resource allocation efficiency is a key element in improving the quality of community aged care services.The efficiency of resource allocation is a prerequisite and fundamental to the sustainable and healthy development of community aged care services,and is an important way to promote the supply-side reform of China’s aged care industry and enhance the development of public health care for the elderly.Based on the domestic and foreign literature on community elderly care and the actual situation of the existing resources of community elderly care in BC city,this paper constructs an input-output index system for evaluating the resource allocation efficiency of community elderly care model,and uses DEA method to evaluate and analyze the resource allocation efficiency of community elderly care model.At the same time,in order to further explore the influencing factors of the allocation efficiency of community elderly care resources,the Tobit theoretical model was constructed and each influencing factor variable was selected,and the TOBIT regression calculation and analysis was carried out.The research concludes that the input and output of the resource allocation of community pension model in BC city cannot be well matched,and there is a certain dislocation phenomenon.In some years,there is room for improvement in pure technical efficiency and scale efficiency.However,the more critical problem is that the scale investment level cannot well meet the latest needs of community pension.The gross domestic product(GDP),community day service institutions,geriatric medical service institutions and elderly population density all have significant positive effects on the resource allocation efficiency of community nursing services in BC to varying degrees.Finally,combined with the results of efficiency evaluation and empirical analysis of influencing factors,the authors respectively increase financial investment to support the construction of a happy community elderly care service system;Guide consumption upgrading and market competition,put forward countermeasures and suggestions in terms of connecting supply and demand in the community elderly care market,improve the allocation level of community elderly care resources,and constantly promote the better and faster development of BC community elderly care.
