| The so-called county magistrate inspection refers to the county magistrate’s regular or irregular visits to the districts,villages,Bao and Jia under his jurisdiction to investigate the people’s situation and understand the status at the grass-roots level.It’s role can be summed up by “trickle policy down and bottom situation up”.In 1933-1934,the two parties of Kuomingtang(KMT)Chinese Communist Party(CCP)is fighting against each other,which is known as the fifth period of "encirclement and suppression" and counter “encirclement and suppression”.Under this background,the Hubei Provincial Government not only set clear requirements on the time and frequency of the county magistrate’s inspections,but also made specific provisions on the content of the inspections.It can be seen from the inspection work during this period that the county magistrates of most districts in Hubei Province have a monthly inspection time much less than the prescribed time.In fact,the Civil Affairs Department knew the truth and repeatedly urged the local authority to comply with the regulations,but the results were not satisfactory.The local authority also did not follow the instructions of the monthly inspection reports given by the Civil Affairs Department.There is a huge gap between the system and practice of county magistrate inspections.After analysis,it is found that the causes are mainly divided into three aspects: First,the frequent "encirclement and suppression" operations have led to extremely chaotic social order,and fiscal expenditures have increased significantly;Second,the war has led to a large number of "right honorable gentlemen" to flee,and the quality and number of grassroots civil servants decreased sharply;Third,the higher-level policies and instructions came overwhelmingly,which made the local personnel is too occupied to deal with.The above three reasons have made many policies,instructions as well as the county magistrate’s inspection system remained as mere formality. |
