The report of the 19 th National Congress proposed to vigorously implement the strategy of rural revitalization and the strategy of maritime power, strengthen the construction of rural spiritual civilization in the new era,and develop excellent traditional local culture. As an important part of traditional culture, fishing culture is a valuable cultural wealth.Fishing culture refers to the fishermen’s unique customs and habits such as consciousness, living habits, religious taboos, etiquette and customs under the combined action of the natural environment near the sea and long-term sea production methods. With the development of social civilization, the inheritance and protection of fishing culture has received more and more attention, and its inheritance and protection rely on the authenticity of the residents of offshore fishing villages, which has the characteristics of uniqueness and irreplaceability, and its unique charm of fishermen’s traditional customs is integrated into the development of cultural tourism, which will have great economic and social value. However,in the process of development, once the connotation of traditional culture is not in place, overloaded development will destroy the spiritual essence of traditional fishing culture. Therefore,it is of great significance to study the inheritance and protection of fishing culture to strengthen the protection of cultural heritage, inherit and carry forward excellent traditional culture. The Fishing Lantern Festival is a national intangible cultural heritage.Yantai Development Zone, where it is held, has been awarded the reputation of "the hometown of Chinese fishing lantern culture" because of the Festival.Based on endogenous development theory and sustainable development theory, this paper mainly uses questionnaire survey method and case analysis method to discuss the inheritance and development of fishing culture. With the progress of science and technology and the change of production methods in fishing villages, the customs of sea sacrifice have also undergone a series of changes, and the festival presents the problems of low mass participation, weakening of attention, and insufficient popularization and publicity of fishing culture, and cultural characteristics need to be further explored. The Fishing Lantern Festival is facing many difficulties such as the deterioration of marine resources and policy constraints, making the cultural protection crisis behind the prosperous festival increasingly obvious. From the relevant practice at home and abroad,it can be seen that the inheritance and protection of fishery culture in the development is the main way worth learning, local residents are the direct feel and participants of the festival, the inheritance and protection of the fishing culture depends on the active participation of local residents, and the residents’ perception of the festival will directly affect the protection and development of the fishery culture. Therefore, this chapter adopts the factor analysis method to focus on the perception factors of the development of the Fishing Lantern Festival with the residents of Dajijia Street as the main survey objects. After empirical analysis of the data,it is concluded that residents’ perception of the "social function of the festival" has the strongest influence, indicating that the development of the Fishing Lantern Festival is conducive to the promotion of the popularity and influence of the jurisdiction. The strong perception of "the sense of belonging of the festival" and "the economic function of the festival" indicates that the development of the Fishing Lantern Festival has a positive impact on the pride and economic benefits of residents. The perception of "environmental functions" is relatively weak, which shows that residents are optimistic about the negative impact of traffic congestion caused by development;Among all perceptions, the perceived impact on "social culture" was the weakest, indicating that residents’ perception of whether the development of the Fishing Lantern Festival has damaged the local culture is weak, the residents are driven by interests to weaken their attention to the cultural connotation, lack the concept of protecting the authenticity of fishing culture, the cultural connotation of fishing lantern changes, and the excessive development of festival culture faces the dilemma of commercialization and vulgarization. Therefore,in order to promote the high-quality development and inheritance of fishing culture on the basis of protection and development,we should further implement the deep excavation of the connotation of fishing culture,so as to highlight the characteristic quality of Jiaodong fishing customs, build a social participation mechanism for the protection and inheritance of fishing culture, give play to the main role of festivals, restore the charm of traditional culture, create a cultural tourism economic system, adhere to the protection of authenticity, live inheritance, and promote the transmission of fishing culture.
