Research On The Governance Mechanism Of Combining Traditional Chinese And Western Medicine To Deal With Major Public Health Emergencie

Major public health emergencies not only seriously threaten the life and health of the public,but also cause serious damage to social order.At the end of 2019,the New Coronavirus Pneumonia became a major public health emergencies of international concern(PHEIC)because of its strong infection,wide spread range and strong influence.Traditional Chinese Medicine has become a “weapon” against the New Coronavirus Pneumonia.The important role of Traditional Chinese Medicine in preventing and treating epidemic diseases and dealing with public health emergencies have been confirmed.At the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee,it was clearly required to “adhere to the integration of traditional Chinese and Western medicine,constantly improve the diagnosis and treatment plan,and make traditional Chinese medicine enter the main battlefield of epidemic prevention and control.” The national health and Health Committee and the State Administration of traditional Chinese medicine jointly issued the notice on establishing and improving the cooperative mechanism of Chinese and Western medicine in the prevention and treatment of infectious diseases such as New Coronavirus Pneumonia.It was clearly required “Major public health emergencies and other infectious diseases should be better controlled by establishing a cooperative mechanism between Chinese and Western medicine.”The application of integrated traditional Chinese and Western medicine has played an important role in the prevention and control of the epidemic situation.Therefore,it is of great significance to study how to give full play to the synergy of traditional Chinese medicine and Western medicine and build a governance mechanism for major public health emergencies with Chinese characteristics.This paper adopts the research methods of literature research,field research and case analysis.Under the guidance of collaborative governance theory,pprr crisis management theory and governance mechanism,this paper first combs the historical evolution of Chinese and Western medicine in response to major public health emergencies to understands the preliminary practice of the combination of traditional Chinese medicine and Western medicine in response to infectious diseases.Secondly,the treatment of COVID-19 with integrated traditional Chinese and Western medicine was systematically evaluated,and compare and evaluate the total effective rate,TCM Symptom Scale score,critical rate,CT improvement rate,mortality,fever disappearance rate and other indicators between the treatment group of integrated traditional Chinese and Western medicine and the treatment group of simple western medicine.And then analyze the problems of the B city of Hunan against epidemic of new crown pneumonia and the cognition of the epidemic situation of Chinese and Western medicine,and summarize the problems and causes of the new and severe pneumonia epidemic situation in B City,and Summary and induce problems and causes of the New Coronavirus Pneumonia in B City.So as to build the pre-warning mechanism,in-process emergency treatment mechanism and after treatment mechanism of integrated traditional Chinese and Western medicine in response to major public health emergencies,and put forward suggestions: to strengthen the policy and system construction of integrated traditional Chinese and Western medicine in response to major public health emergencies,to strengthen the reserve and production of emergency resources of traditional Chinese medicine,to increase financial investment in traditional Chinese medicine,to improve the ability of epidemic prevention and treatment of traditional Chinese medicine,and to cultivate talents for integrated traditional Chinese and Western medicine in the prevention and treatment of infectious diseases...
