| The optimization and upgrading of public services jointly handled by social insurance subsystems is a topic put forward after the state set up pension insurance and medical insurance management institutions separately.Under the condition that the institutional systems of endowment insurance and medical insurance are relatively independent,the public services jointly handled by the social insurance system have not been explicitly stipulated again,and some existing handling procedures can not meet the needs of today’s rapidly changing national conditions.The subsystems have not achieved a virtuous circle of mutual promotion,and there are many problems,such as cumbersome handling procedures,low handling efficiency,non-sharing of information,etc.,which even cause many public opinion contradictions.The research of this paper is mainly based on the joint management mode of social insurance agencies in various districts and counties in Qingdao,and widely adopts qualitative research methods including multi-angle field research,semi-structured interview,text analysis,participatory and non-participatory observation and comparative analysis of basic business processing.Through combing the present situation of public service in the joint operation of social insurance subsystems in various districts and counties in Qingdao,this paper makes clear the development advantages and status of the joint operation of social insurance subsystems in Qingdao,analyzes the shortcomings in the process and content of public service in the joint operation of social insurance subsystems in Qingdao,and on this basis,puts forward some policy suggestions for optimizing and upgrading the development of public service in the joint operation of social insurance subsystems in Qingdao.To get rid of the difficult situation in the process of co-operation of social insurance subsystems in Qingdao,the first and most effective method is to clarify the public service process and content of co-operation of social insurance subsystems,smooth the road of process upgrading and optimization,and innovate the "social insurance subsystem plus" model,so that the depth and breadth of co-operation of social insurance subsystems can be extended,and the optimized and upgraded process can become the new force and backbone of co-operation of social insurance subsystems.Secondly,through the optimization and adjustment of the mechanism,the process of decision-making,implementation and supervision will be recreated,the levels will be streamlined,the handling efficiency will be greatly improved,and the reform action of "one window for acceptance and one run" will be further promoted.Promote the optimization of the "one-chain handling" process,carry out the "one-thing-all-in-one" thematic service,and vigorously promote the "second batch" mode.Finally,it is necessary to strengthen the wide application of "digital technology" in the process reengineering of social insurance subsystem,speed up the construction of digital application system of enterprise and personal service platform,and promote work efficiency and process reengineering with "digital technology".Through the special exploration and research on the public services jointly managed by various subsystems of social insurance,this paper sums up the specific present situation and difficulties faced by the jointly managed institutions,and based on this,explores and puts forward the solutions,hoping that I can make my modest contribution to the research and development of the optimization and upgrading of the jointly managed processes of social insurance. |
