Research On The Supervision Of Basic Medical Insurance Funds For Urban And Rural Residents In Datong County, Qinghai Provinc

The Chinese basic medical insurance fund for urban and rural residents(Universal healthcare)is an important financial guarantee to operate the medical security system effectively.It plays a key role in safeguarding the basic medical rights of citizens,improving labor productivity and assuring social equity.With the expansion of medical insurance coverage and fund scale rapidly,the supervision of universal healthcare has gradually more challenging,and the problem of supervision especially medical fraud,excessive medical treatment and other illegal acts has also been exposed.Not only reduce the efficiency of the use of universal healthcare,but also seriously hinder the healthy development of the medical security system.In order to ensure the medical security system develop healthily,effective supervision and management must be strengthened.Therefore,strengthening and improving the supervision of universal healthcare is an goal orientation for the universal health care officials.This thesis takes the supervision of universal healthcare in Datong County of Qinghai Province as the research object.This thesis clarifies the core concepts involved in the supervision of universal healthcare,and puts forward the research ideas and research methods by using public goods theory,collaborative governance theory,asymmetric information theory and other research theories.This thesis expounds and analyzes the current situation of the supervision of the universal healthcare in Datong County,and makes an in-depth analysis of the problems such as unclear rights and responsibilities,complex supervision scope,lagging supervision methods,low supervision efficiency,multiple supervision policies,lack of supervision basis,weak supervision system and formality of supervision.The underlying causes of the problem are explored.By reviewing and summarizing the advanced experience of medical insurance fund supervision,some experiences and ideas are summarized and sorted out.Several recommendations were put forward to strengthen the supervision of the universal healthcare in Datong County of Qinghai Province: implement the main responsibility of supervision and strengthen the supervision of medical institutions;optimize the business process to improve the efficiency of fund operation;establish a joint law enforcement mechanism to ensure fair and just supervision;standardize the supervision system to establish a long-term mechanism of supervision.
