The topic of public art is becoming more and more popular in contemporary cities,and it’s playing an increasingly evident role in urban construction and cultural communication.The construction of public art should not only meet the cultural and public demand of the public,but also,at the same time,gradually have a more intuitive effect on building urban cultural landmarks and cultural corridors to spread urban culture.In order to guarantee the completion quality and long-term effectiveness of public art projects,systematic policies and regulations are required,as well as guidance from an operational mechanism system.However,in the current public art ecology,limitations still exist,such as the absence of links in operational mechanism,the incompatibility between public art and the surroundings,and the incapability of making effective interaction with the public.Therefore,it is literally necessary to conduct an in-depth and systematic research on the operational mechanism of urban public art.And Shanghai is a typical city in the construction of public art projects in recent years,for which Shanghai will be an example to conduct the research of public art’s intervention of urban operation mechanism.After defining the covered scope of public art,operation mechanism and other related concepts,this paper discusses the theoretical basis and practical development of public art and analyzes the Shanghai public art’s intervention of urban development environment based on the PEST mode with specific analysis from the policy environment,economic environment,social environment,scientific and technological environment.Based on this paper the forms of public art intervention in cities are divided,the types of public art projects are distinguished,and they are divided into three types: public art intervention in urban communities,urban landscape and urban facilities.Nowadays,the current domestic public art projects’ running mechanism still do not have a complete system,but has a mechanized performance in the operation of each link.Therefore,this paper will try to analyze the construction of the system mode in the current operation mechanism of Shanghai public art projects,including the dynamic elements,personnel structure,program structure and other elements,and explore the specific content of the implementation and management process of public art projects under the interaction of various elements,from project planning,project selection The implementation process from project implementation to project publicity is carried out concretely.This paper will try to distinguish the differences in the three forms of operation mechanism involving urban community,urban landscape and urban facilities.It also attempts to summarize the construction of the operation mechanism system from the specific public art projects,and find out the existing problems in the operation mechanism,as well as the limitations of public art’s involvement in cities,including the integration of public art and cities and the lack of links in the operation mechanism of public art projects and then proposes strategy analysis through the macro development direction and micro countermeasures,and thus promotes universal suggestions and methods.
