Research On The Supervision Mose Of Park Public Servise Outsourcing Based On Governance Theory

Since the 1990 s,the phenomenon of government public service outsourcing has appeared in China.In recent years,along with the scale of outsourcing of public service by our government,the public service outsourcing has become a social topic that the current social public is hot about and has been widely paid attention to.In the public service,park is a public service product closely related to People’s Daily life,a green welfare for people to enjoy fairly,a public place for public sightseeing,rest,entertainment,fitness,making friends,learning and holding relevant cultural and educational activities,and a core component of urban green space system.The outsourcing of public services in parks can scientifically allocate social resources,inject vitality into the development of parks,and improve the level and efficiency of public services.However,in the supervision mode of public service outsourcing,due to the existence of some problems in the supervision mechanism,the service efficiency is low,the satisfaction of tourists is low,and the park image is damaged.This paper takes Yuan Ming Yuan Park as an example,based on the theory of multi-center governance,supplemented by the principal-agent theory,new public management theory,to explore the management model of Park Public Service Outsourcing.First,the article combs the development stage,the type and the scale of Yuan Ming Yuan Park public service outsourcing,and then through the methods of questionnaire and interview,from the three stages of the supply,operation and final service effect of the public service outsourcing supervision,this paper makes an in-depth study on the supervision mode and the concrete operation of Yuan Ming Yuan Park’s public service outsourcing,it is found that there are many problems in Yuan Ming Yuan Park’s public service outsourcing model and its operation,such as the failure.of internal supervision mechanism,the low effectiveness of external supervision,the single standard of supervision and punishment,the formalization of project acceptance,etc.,on the basis of digging deeply into the causes of its formation,this paper puts forward a series of countermeasures and suggestions for optimizing the supervision mode and operation of Yuan Ming Yuan Park’s public service outsourcing,such as perfecting the construction of the main body of internal supervision and Operation Mechanism,establishing the external supervision platform of public service outsourcing,perfecting the laws and regulations system of public service outsourcing,and constructing the internal and external supervision and evaluation system of Park,etc.,we hope that Hebei can provide useful reference for the optimization of the supervision mode of the outsourcing of public service in parks in our country.
