In 2005,the State Archives Bureau issued the "National Archives Patriotic Education Base Work Specification",which for the first time provided a guarantee for the archives to carry out public education at the institutional level;in 2020,the newly revised "Archives Law of the People’s Republic of China" Article 34 It is stipulated that the state should support archives to carry out patriotism,collectivism,and socialism with Chinese characteristics through special exhibitions,public welfare lectures,media publicity and other activities;It is necessary to deepen and expand archives utilization services,improve public service and cultural education capabilities,dig deep into archives resources,and give full play to the important role of archives in education of ideals and beliefs.Do a good job in exhibition display,new media communication,editing,research and publishing,film and television production,and public welfare lectures,and continue to launch high-quality archives and cultural products with extensive influence.” This series of national policies all show that the educational function is an important function of the archives,and it is the general trend to carry out public education services.Excavating the educational function of archives can,on the one hand,develop the cultural value contained in archives and promote the development of archives.On the other hand,archives education can not only inherit the excellent Chinese history and culture,but also enhance cultural self-confidence and inject spiritual power into national rejuvenation.How to give full play to the educational function of archives and serve for social and cultural construction has become a new task faced by various comprehensive archives in the new era.In recent years,the state has attached great importance to the role of archives in the public education system,but archives still have problems such as insufficient service awareness,single educational content and form,and low social awareness,which restricts the educational function of archives.At the same time,there is a lack of research on this issue in the academic circles.Therefore,it has important theoretical and practical significance to study the educational function of archives from the perspective of new public service theory.Provincial archives play an important role in our country’s archives network system.The research object of this paper is "Shanghai Archives",which mainly studies the public education function of archives.This question is further divided into:(1)What is the public education of archives,and what is the significance of realizing the educational function of archives?(2)What is the current status of the public education function of the Shanghai Archives? Achieved results,there are still problems?(3)What are the reasons that hinder the realization of the public education function of archives?(4)How to optimize the public education function of archives?As a provincial archives,the Shanghai Archives has always been at the forefront of the construction of archives in my country.The research on it is like "dissecting sparrows",and we can discover the advanced experience in the development and construction of the public education function of the archives in our country.Combined with the New Public Service Theory,this paper applies the core viewpoints of the theory on the transformation of the government’s role,the idea of??citizen-based,and the negotiated governance mechanism to realize the construction of the public education function of the archives.Through field visits,in-depth interviews and online surveys,the basic situation of Shanghai Archives,the status quo of public education function construction and existing problems are investigated.Integration;single content and form of educational activities;insufficient attraction to the public;single educational subject and lack of linkage and cooperation,all of which have caused the educational function of archives to not fully play.Then,from the perspective of the new public service theory,it studies the reasons that hinder the realization of the educational function of archives: the role of the government is unclear;the consciousness of citizen’s standard is weak;the service supply mode is single;the quality of archivists is limited.Finally,combined with the new public service theory,targeted countermeasures are put forward: changing the role of the government and enhancing the awareness of active service;innovating the content and form of education to meet the cultural needs of the public;establishing the concept of "people-oriented" and adhering to the purpose of public interests;introducing multiple cooperation subjects,to build a negotiated governance mechanism.Through the research of Shanghai Archives,we will explore how the archives can realize the construction of educational function,and put forward some suggestions for the full play of the educational function of our country’s archives.
